Job summary

Manager, Moves & Inspection (Main Office)

General Summary

Provides operational leadership for leasing administration, inspection coordination, and contract execution functions supporting housing voucher leasing activities. Directs centralized leasing operations including RFTA processing, rent reasonableness analysis, inspection scheduling coordination, and abatement administration. Oversees leasing workflow coordination supporting unit leasing approvals, rent determinations, and inspection scheduling. Ensures documentation accuracy and compliance with HUD leasing requirements.

Duties and Responsibilities
Program / Operational Responsibilities
  • Leasing transaction oversight
  • Rent reasonableness and market analysis governance
  • RFTA processing workflow management
  • Regulatory documentation compliance
  • Establish performance standards for leasing operations
  • Ensure compliance with HUD leasing regulations and Administrative Plan provisions
  • Direct corrective action responses to monitoring findings
  • Escalate systemic compliance risks to leadership
  • Oversee rent reasonableness determinations and market analysis documentation
  • Direct RFTA processing and lease approval activities
  • Ensure proper administration of holds and abatements
  • Coordinate inspection scheduling workflows with Field Operations
  • Maintain leasing documentation supporting audit readiness
  • Establish operational controls within workgroup
Community or Stakeholder Engagement
  • HUD representatives, auditors, and stakeholders
  • Collaborate with internal departments such as compliance and training, IT and Finance.
  • Include representation duties at meetings, initiatives, or committees.
Leadership & Supervision
  • Directly supervises Supervisors within the assigned workgroup and reinforces performance accountability.
Supervision Received and Given
  • Management of supervisors on Moves & Inspections team
  • May approve operational corrective actions within delegated authority
  • This role escalates complex, high-risk, or systemic matters to the Director in accordance with established governance protocols.
Scope and Effect
  • Impacts operational integrity, regulatory compliance outcomes, and audit defensibility within the assigned workgroup
Physical Demands and Work Environment
  • While performing the duties of this job, the employee is frequently required to maintain a stationary position, operate computers and other office equipment, move about to the office, attend onsite and offsite meetings, and communicate. The employee must accurately exchange information in person, in writing, and via e‑mail and telephone. The employee must occasionally transport up to 10 pounds.
  • The employee’s job is intermittently sedentary but requires mobility (i.e., climbing stairs) to tour and inspect properties.
  • Will use some repetitive motion of hand‑wrist in using computer and typewriter.
  • Must have normal range of vision to complete paperwork and review documentation; hearing and speech to communicate with executives, employees, co‑workers, vendors, contractors, agency representatives, etc. on the telephone or in person on a regular basis.
Qualifications, Knowledge & Experience
  • Bachelor’s degree in public administration, business administration, housing, or related field, or equivalent professional experience
  • Six (6) years of progressively responsible leadership experience
  • Demonstrated operational and compliance expertise
  • Bondable and eligible for agency insurance requirements
  • Master’s degree in related field preferred
  • Professional certifications related to housing or compliance administration preferred
  • Experience within a public housing authority preferred
