Job summary

Keel Infrastructure is seeking a Manager, Land Development to lead land development engineering across HPC data center and energy projects from due diligence to entitlement, design, and construction. This role bridges land development, engineering, and entitlement work, coordinating with internal teams and external consultants to keep projects moving toward energization.

Qualifications

  • Bachelor's degree in Civil Engineering, Land Use Planning, or related field.
  • 7+ years of experience in land development, civil engineering, or entitlements, including large-scale projects.
  • Experience managing due diligence, feasibility, and entitlement processes for large-scale development.
  • Knowledge of grading, drainage, utilities, and roadways; ability to review consultant work.
  • Experience coordinating with municipal planning/zoning departments, attorneys, and consultants.
  • Proven ability to manage multiple projects, schedules, and budgets.
  • Excellent written and verbal communication; comfortable presenting to municipalities and leadership.
  • Valid driver's license and ability to travel to project sites.

Responsibilities

  • Supports site due diligence and feasibility assessments for prospective data center sites.
  • Oversees entitlements, rezoning, and site plan approvals with local jurisdictions.
  • Reviews civil design packages and coordinates with consultants and engineers.
  • Manages field coordination during construction and project closeout.
  • Represents the company at municipal meetings and hearings.
  • Maintains stakeholder relationships with utilities, planners, and attorneys.

We are currently looking for a Manager, Land Development to join our team!

Role Summary

The Manager, Land Development provides land development engineering support across Keel Infrastructure's HPC data center and energy infrastructure portfolio from initial site due diligence through entitlement, design, and construction. This role bridges land development, engineering, and entitlement work — supporting due diligence, coordinating civil engineering design and consultants, and supporting the entitlement and permitting process — to keep projects moving on schedule toward construction and energization. This role partners closely with the VP, Land Development & Entitlements and the Site Acquisition, Due Diligence, Construction, and Operations teams throughout the project lifecycle.

Key Responsibilities
Site Due Diligence & Feasibility
  • Supports engineering due diligence for prospective sites, including preliminary grading, utility availability, geotechnical, floodplain, and site constraints analysis.
  • Coordinates site assessments, surveys, and studies with third-party consultants during acquisition and leasing evaluation.
  • Evaluates site feasibility and constructability for prospective land acquisitions and other siting needs.
  • Prepares due diligence summaries and risk assessments to support corporate development decision-making.
Entitlements & Land Use
  • Supports preparation and submission of entitlement applications — rezoning, conditional use, variance, and site plan approval — with local jurisdictions.
  • Coordinates with land use attorneys, planners, and municipal officials throughout the entitlement process.
  • Tracks entitlement schedules and milestones across the project portfolio and flags risks to project timelines.
  • Represents the company at municipal meetings, planning commission hearings, and public hearings as needed.
  • Provides engineering oversight and review of civil design packages — grading, drainage, utilities, and roadways — prepared by outside consultants.
  • Coordinates geotechnical, survey, and environmental studies to inform site design.
  • Reviews site plans and design documents for conformance with entitlement conditions and jurisdictional requirements.
  • Partners with the Civil Engineering and Environmental Permitting teams on integrated site design.
Construction Phase Support
  • Supports construction teams with bid packages, construction contracts, inspection, and engineering and land development questions during construction.
  • Coordinates resolution of field conditions related to site design, easements, and property boundaries.
  • Manages closeout of entitlement conditions and land development obligations through project completion.
Stakeholder & Process Management
  • Manages relationships with municipal planning departments, utilities, land use attorneys, and consultants.
  • Builds and maintains due diligence and entitlement templates and processes that improve consistency and speed across the portfolio.
  • Supports corporate development through site selection and acquisition due diligence.
  • All other related duties as assigned.
Qualifications
Required
  • Bachelor's degree in Civil Engineering, Land Use Planning, or related field
  • 7+ years of experience in land development, civil engineering, or entitlements, including experience with data center, energy, or large-scale industrial/infrastructure projects
  • Experience managing due diligence, feasibility, and entitlement processes for large-scale development projects
  • Working knowledge of civil engineering concepts — grading, drainage, utilities — sufficient to review and direct consultant work
  • Experience coordinating with municipal planning/zoning departments, land use attorneys, and consultants
  • Proven ability to manage multiple concurrent projects, schedules, and budgets
  • Exceptional written and verbal communication skills; comfortable presenting to municipalities, agencies, and senior leadership
  • Valid driver's license and ability to travel to project sites as needed
  • Working knowledge of AutoCAD Civil 3D, ArcGIS, and Bluebeam Revu
  • Experience with data center or other mission-critical facility site development
  • PMP certification, or ability to acquire
  • Professional Engineer (PE) license preferred but not required.
