Job summary

Veolia in North America seeks an experienced Capital Programs Lead to manage design and delivery of large water and wastewater initiatives. The role collaborates with Engineering, Operations, and Asset Management to meet performance, budget and schedule goals.

Ideal candidates have 7–8 years in utility design/construction, strong leadership, and budgeting skills, with a PE license or ability to obtain one. Travel to multiple sites will be required.

Qualifications

  • 7–8 years of experience managing utility design and construction projects, water/wastewater experience a plus.
  • Experience leading and managing teams.
  • Experience developing budgets and schedules for multiple complex projects.
  • PE license or the ability to obtain.
  • Knowledge of hydraulic principles for pressurized systems.
  • Strong communication and reporting skills.

Responsibilities

  • Manage $20M–$50M of water/wastewater programs annually, incl. project identification, development of plans, permitting and internal funding approvals.
  • Develop and review engineering drawings and permit submissions with direct reports; manage consultants.
  • Develop and implement standard details and ensure compliance with engineering guidelines.
  • Ensure EH&S standards are incorporated into design specifications.
  • Collaborate with Operations to meet operational, compliance, and safety goals.
  • Coordinate with Asset Management and hydraulic Modeler to identify projects and align with system needs.
  • Provide support to construction management for resources and budget compliance.
  • Drive efficiency via delivery metrics and alternate procurement methods.
  • Provide monthly reports on financials and project progress.

Job Description

Position Purpose:

This position is responsible for managing all activities related to the successful design and delivery of capital programs associated with linear assets, from inception to completion.

The candidate works closely with Engineering and Operations personnel, managing and coordinating program activities utilizing a cross functional team approach.

The candidate works to ensure Asset Owner satisfaction by delivering projects in accordance with the success criteria defined in the project plan (i.e. operational performance, budget, schedule, regulatory compliance, etc.).

Primary Duties/Responsibilities:

  • Manage $20M-$50M of water/wastewater programs annually, including:
    • Project identification and priority evaluation.
    • Development of the project plans, required permitting and internal funding approvals.
    • Development and review of engineering drawings and permit submissions with direct reports.
    • Management and oversight of consultants.
  • Development and implementation of standard details.
  • Manage the development of technical, bidding and contractual documents in accordance with corporate engineering guidelines.
  • Ensure corporate Technical and Environmental Health and Safety/Security standards are incorporated into the design specifications.
  • Work directly with the Operations group to understand their needs in meeting operational, compliance, and health & safety goals.
  • Coordinate with the Asset Management department and hydraulic Modeler to identify projects, evaluate priority, and assure the focus of capital project planning meets the medium and long-term system needs.
  • Provide support to construction management personnel to ensure sufficient resources, budget compliance and adherence to applicable standards.
  • Drive efficiency into project delivery through the monitoring of delivery metrics and utilization of alternate procurement and delivery methods.
  • Provide monthly reports to management regarding the financial and progress status of capital projects and issues affecting project performance.
  • Provide technical expertise on engineering and operational issues and support facility condition assessments for our water/wastewater operations.
  • Ability to work transversally with corporate and local business units.
  • Effectively manages 2 – 6 direct report personnel.

Work Environment:

  • Successful candidates must be willing to travel to the various business unit sites as per job requirements.
Qualifications

Education/Experience/Background:

  • Bachelor’s Degree in Engineering or related field, commensurate experience may be considered.
  • Minimum 7-8 years of experience managing utility design and construction projects (Water/Wastewater experience a plus).
  • Experience leading and managing teams.
  • Experience developing and adhering to budgets and schedules for multiple complex projects including budget management, and ongoing assessment of project risks/opportunities.

Knowledge/Skills/Abilities:

  • Proficient in Utility infrastructure/distribution and appurtenance design.
  • Strong project management skills (initiating, planning, executing, monitoring, controlling and closing).
  • Understanding of hydraulic principals regarding pressurized utility systems.
  • Strong communication, presentation and reporting skills.
  • Ability to manage several small and mid-size projects simultaneously.
  • Proficient in hydraulic modeling software preferred but not required (WaterGEMS or similar).

Required Certification/Licenses/Training:

  • Professional Engineer License (PE) or the ability to obtain as needed.
  • PMP certification is a plus.
