Northrop Grumman Defense Systems Sector (NGDS) is currently seeking a level 3 Security Manager to lead the Advanced Weapons Business Unit Security Team based in Northridge CA. We are seeking a strategic leader tasked with leading all Security Operations for the Business Unit (BU), and to drive collaboration with programs and functional partners. The BU Security Manager will have oversight for Security operations, staffing, execution, and requirements planning for those respective security teams.
This position will have a significant leadership role for Advanced Weapons Security in advocating, nurturing, and maturing key program security partnerships across all elements to enable program security planning, support, and execution of Advanced Weapons programs and activities.
Responsibilities:
Apply expert multi-discipline (Program Security, OPSEC, PERSEC, Physical Security, Technical Security, Information Assurance, INFOSEC, COMSEC, etc.) program security management experience to ensure consistency of security execution, reduce/eliminate redundancies, and assure cross-discipline and cross-organizational teamwork.
Provide senior mentorship and career growth advice and guidance for line managers and for dispersed Business Unit security team –to include Facility Security Officers (FSO) and Contractor Program Security Officers (CPSO) and all other industrial security personnel.
Execute all Advanced Weapons BU–level security team budget and resource management to enable financial planning, monitoring, execution, and reporting requirements in line with overall DS Security financial execution.
Develops, and administers, security programs and procedures for classified or proprietary materials, documents, and equipment
Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies
Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitors access to restricted records and materials
Investigates security violations and prepares reports specifying preventive action to be taken
Lead a Business Unit Security Team supporting customer success and compliance for 3 cleared facilities
Lead for Business Unit Crisis Management Team
Leads Business Unit Insider Threat Team
Basic Qualifications:
12 years of related security experience with an associate’s degree, 8 years of related security experience with Bachelor’s Degree; or 6 years of related security experience with Master’s Degree; an additional 4 years of applicable work experience may be substituted for a Bachelor’s degree. A minimum of 5 years proven management of teams in a security role.
Demonstrated experience in making critical management and leadership decisions at the business unit level that supports high value contracts across a wide US Government customer spectrum (Intelligence Community, Defense, Energy, Homeland Security, and other Civilian Departments/Agencies).
Demonstrated in-depth knowledge and skills with the National Industrial Security Program Operating Manual (NISPOM) and working knowledge of Special Access Programs.
Active DoD SECRET Clearance with ability to obtain DoD Top Secret
Strong interpersonal and leadership skills with the ability to interact with internal/external customers
Strong communication skills
Comprehensive knowledge of the National Industrial Security Program
Experience managing Industrial Security
Experience managing Security for international programs
Preferred Qualifications:
Active TOP SECRET Clearance
Experience managing budgets
Physical Security experience
Experience with COMSEC management
Knowledge and experience with ICD 705 construction and accreditation processes
Crisis Management experience
Insider Threat investigation experience
Experience as Designated Government Representative (DGR)
