HSE Manager

Play an integral role in protecting people, safeguarding the environment, and supporting the successful execution of large-scale EPC construction projects through strong field-based Health, Safety, and Environmental leadership.

This is a field-based leadership position located on an active industrial construction site.

The successful candidate will spend the majority of their time in the field working directly with Construction Managers, Superintendents, supervisors, contractors, and craft personnel to support the safe execution of construction activities. This is not an office-based safety role. Success in this position requires a visible field presence, strong construction safety knowledge, and the ability to influence safe behaviors across a diverse construction workforce operating in a dynamic industrial environment.

As an HSE Manager, you will provide leadership, guidance, and operational support for Health, Safety, and Environmental activities across mid-sized to large construction projects. Your ability to partner with project leadership, engage the workforce, and drive HSE compliance directly impacts project performance, workforce wellbeing, regulatory compliance, and customer satisfaction.

Purpose of the role

The HSE Manager is responsible for providing Project Managers, Construction Managers, and project teams with the necessary support and leadership related to Health, Safety, and Environmental activities while promoting the effective implementation of project HSE programs.

Typically assigned to support mid-sized to large EPC construction projects, this position serves as a key member of the project leadership team and reports operationally to the Project and Construction Manager on all HSE program and field execution matters. Working closely with project leadership, field supervision, contractors, craft personnel, and customer representatives, you will help eliminate workplace hazards, reduce risk, prevent injuries, and support safe project execution.

This role combines field leadership, personnel management, compliance oversight, and workforce engagement to ensure project HSE objectives are met while maintaining alignment with company standards, customer requirements, and regulatory obligations.

You will be responsible for:
  • Leading field-based Health, Safety, and Environmental activities in support of project construction execution.
  • Implementing project-specific HSE plans, procedures, programs, and compliance requirements.
  • Serving as a primary HSE resource and advisor to Project Managers, Construction Managers, Superintendents, and project leadership teams.
  • Supporting the safe execution of all construction activities while promoting hazard recognition, risk reduction, and proactive safety engagement.
  • Driving a positive safety culture through visible field leadership, workforce engagement, coaching, and mentoring.
  • Managing HSE supervisors, advisors, technicians, and support personnel assigned to the project.
  • Conducting site inspections, audits, observations, and assurance activities to verify compliance with project requirements.
  • Supporting pre-task planning, job hazard analyses, risk assessments, and work permit processes.
  • Assisting project teams in identifying hazards and implementing effective controls to reduce risk.
  • Monitoring HSE performance and supporting the achievement of project safety objectives and key performance indicators.
  • Overseeing incident reporting, investigations, root cause analysis, and corrective action implementation.
  • Supporting contractor qualification, onboarding, compliance monitoring, and performance improvement activities.
  • Collaborating closely with field supervision and construction leadership to ensure safe execution of high-risk construction activities.
  • Facilitating HSE meetings, workforce engagement initiatives, and safety training activities.
  • Supporting emergency preparedness, response planning, drills, and crisis management activities.
  • Ensuring compliance with company standards, customer requirements, and applicable regulatory requirements.
  • Supporting environmental stewardship programs and environmental compliance initiatives.
  • Preparing reports, performance metrics, audits, presentations, and project HSE updates for leadership review.
  • Identifying opportunities to improve HSE performance and supporting continuous improvement initiatives.
  • Promoting a culture of accountability, teamwork, operational excellence, and safe project execution.

What you’ll bring to the role

You bring a strong combination of construction safety experience, HSE leadership, field execution expertise, and the ability to influence project teams working within challenging industrial construction environments.

  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, Construction Management, Industrial Hygiene, or a related discipline; or an equivalent combination of education and relevant experience.
  • Typically 7+ years of progressive HSE experience supporting EPC, EPCM, industrial, energy, chemicals, resources, infrastructure, or construction projects.
  • Significant experience supporting industrial construction projects is strongly preferred.
  • Demonstrated experience supporting field-based HSE programs on construction projects.
  • Strong understanding of construction safety practices, contractor management, field execution activities, and project delivery processes.
  • Experience supervising or leading HSE personnel in a construction environment.
  • Proven ability to work effectively with Project Managers, Construction Managers, Superintendents, supervisors, contractors, and craft personnel.
  • Strong knowledge of HSE management systems, regulatory compliance, risk assessment, incident investigation, auditing, and corrective action management.
  • Understanding of construction hazards, permit-to-work systems, contractor management practices, and high-risk work activities.
  • Experience supporting HSE activities throughout construction, commissioning, startup, and project closeout phases.
  • Strong communication, leadership, and workforce engagement skills.
  • Ability to communicate effectively with project teams, customer representatives, contractors, and management.
  • Proven ability to build trust, influence behavior, and foster a positive safety culture.
  • Experience preparing HSE reports, presentations, inspection findings, and performance updates.
  • Strong understanding of HSE systems, reporting tools, and operational processes.
  • Demonstrated commitment to safety leadership, workforce engagement, environmental stewardship, and operational excellence.
