The role partners with Operations, Maintenance, Engineering, Construction, and Corporate functions to strengthen regulatory compliance and risk reduction.

Qualifications

  • 8+ years related progressive experience in HSSE.
  • HSSE-related certifications such as CSP, OHST, CSHO, CHST, ASP or other relevant credentials.
  • Incident command system training (ICS 100-400). Travel to Brownsville, TX up to 25%.

SUMMARY OF THE ROLE

The Manager, HSSE is responsible for providing subject matter expertise and governance oversight in areas including management system administration, compliance assurance, occupational health programs, crisis and emergency management, audits and assessments, incident learning, and performance improvement initiatives. The position partners closely with Operations, Maintenance, Engineering, Construction, and Corporate functions to strengthen regulatory compliance, drive risk reduction, and promote consistent application of HSSE standards across the organization.

KEY RESPONSIBILITIES
  • HSSE Management System Assurance & Governance Lead the development, implementation, training, refinement, and ongoing maintenance of HSSE procedures, plans, standards, and forms to ensure alignment with regulatory requirements and organizational expectations. Collaborate with cross-functional teams to integrate HSSE requirements, controls, and best practices into organizational workflows. Support facility teams in maintaining compliance with applicable environmental, health, safety, security, and emerging regulatory requirements. Promote consistent application of the HSSE Management System across corporate, construction, and operational activities. Manage HSSE budgets, monitor supplies and expenditures, and track spending against forecasted accruals to ensure effective financial stewardship and cost control.
  • Assessment & Audit Support Lead HSSE audits, assessments, and management system reviews. Assist facility teams in developing effective corrective action plans arising from audits, assessments, and compliance evaluations. Monitor the closure of selected HSSE findings and verify the effectiveness and sustainability of corrective actions. Provide HSSE expertise during corporate assurance reviews and operational readiness activities. Identify recurring findings and systemic issues and recommend improvements to strengthen organizational performance.
  • Incident Learning, Risk Reduction & Continuous Improvement Support investigations of significant HSSE incidents and high-potential events to ensure thorough root cause analysis, effective corrective action development, and verification of sustainable solutions. Analyze leading and lagging HSSE indicators to identify trends, vulnerabilities, and opportunities for proactive risk reduction across Operations, Engineering, and Construction. Develop and implement improvement strategies that strengthen organizational learning, address systemic HSSE risks, and promote continuous improvement. Facilitate the communication and application of lessons learned across relevant functions and facilities
  • Emergency Response & Crisis Management Support enterprise and facility emergency preparedness, response, and crisis management programs. Provide HSSE guidance and technical support during significant incidents and emergency situations. Identify and share emergency management and crisis response best practices across the organization. Participate in emergency preparedness assessments, exercises, and improvement initiatives, as assigned.
EDUCATION, SKILLS, EXPERIENCE, & COMPETENCIES

Basic Requirements: 8+ years related progressive experience in HSSE Has or able to maintain HSSE-related certifications, such as CSP, OHST, CSHO, CHST, ASP or other relevant credentials Has incident command system training consisting of 100 through 400 training Travel Requirements: Ability to travel to Company site location Brownsville, Texas as needed, up to 25% of the time. Preferred Requirements: 10+ years of progressive HSSE experience, preferably within LNG, energy, petrochemical, manufacturing, or other high-hazard industries. HSE-related Associates/Bachelor’s degree or HSE Certifications preferred Physical Requirements: Must be able to lift up to 40 pounds unassisted and push/pull with up to 50 pounds of force. Required to grip objects with up to 50 pounds of force. Frequent standing, walking, balancing, climbing stairs and ladders. Regular reaching, bending, stooping, handling and spinal twisting. Use of hands, arms and legs to lift. Ability to push and pull machinery and other mechanical components.

Site Working Conditions & Physical Expectations

Work Environment Must be able to wear all necessary PPE equipment to perform job functions. Operates in a complex construction environment. Exposure to indoor and outdoor weather conditions. Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions. Exposure to moving mechanical parts and electrical circuits. Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction. Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios. Able to meet the following physical demands of the job, with or without reasonable accommodations: Ability to drive to other Company work locations as required. Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations. Stand and/or sit continuously and perform job functions for a full shift. The incumbent is required to have fully mechanical motion and usage of all extremities. Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance. Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Must be able to clearly communicate with others via radio, phone, and verbal methods. May be required to enter confined spaces. May be required to work at elevated heights and access elevated structures without assistance.
