Qualifications

Responsibilities

  • Oversee fuel requirements for generation facilities with dispatchers, suppliers, pipelines, and storage operators.
  • Manage programs and reporting for renewable energy resources (hydro, wind).
  • Oversee fuel nomination, scheduling, and balance across pipelines and storage.
  • Handle terms of commercial agreements for natural gas supply, transport, and storage.
  • Develop cost models, fuel forecasting, and annual budgets.
  • Reconcile gas, fuel resources and economy power transactions, including Power Pool.
  • Monitor real-time SCADA data and weather/operations affecting demand; submit intraday changes.
  • Prepare capital and operating budgets for division and contracts.
  • Lead staffing, training, and performance reviews; support emergency response and storm restoration.

Job Description
Summary

The Manager, Fuel Supply and Operations will oversee generation fuel resources, including natural gas supply, transportation, and storage, ensuring the safe, reliable, and cost-effective delivery of power to members. Additionally, this position will oversee the reconciliation of fuel and economy power transactions and fuel- related commercial agreements.

Essential Functions
  1. Manage fuel requirements for generation facilities by coordinating with power dispatchers, fuel suppliers, pipelines, and storage operators.
  2. Manage operational programs and reporting processes for use with renewable energy resources, including hydro and wind resources.
  3. Oversee fuel nomination, scheduling, and balancing fuel supply over pipelines and storage systems.
  4. Manage operational terms of commercial agreements for natural gas supply, transportation, storage, and transactions.
  5. Manage commercial and operational obligations requirements associated with economic dispatch, fuel supply activities and economy power transactions.
  6. Develop and maintain the production cost models, fuel forecasting and annual fuel budget.
  7. Develop and implement processes and procedures to reconcile natural gas, other fuel resources and economy power transactions, including Power Pool.
  8. Assist in the development, technical analysis, and commercial terms of new gas supply and related contracts.
  9. Monitor real time Supervisory Control and Data Acquisition (SCADA) information and review correlating data affecting consumer demand such as changing weather conditions, system operations and submit intraday scheduling changes.
  10. Collect and analyze monthly fuel system performance data.
  11. Assist with planning studies to evaluate gas supply requirements and ability of the Cook Inlet gas system to meet those requirements.
  12. Develop and implement procedures for dispatchers, regarding the scheduling, and accounting of power and energy transactions.
  13. Establish initiatives and manage objectives to Chugach’s overall strategic goals.
  14. Prepare and present capital and operating budgets relating to division and contracts.
  15. Support continuous improvement and operational efficiency by identifying areas of opportunity and sharing recommendations with management.
  16. Prepare and administer employee performance reviews. Plan for staffing, training and development of department personnel.
  17. Participate in emergency response and take a leading role in storm restoration, natural disasters and other emergency events.
  18. Other duties as assigned.

Supervisory Responsibilities

This position has the supervisory responsibility for the Fuel Operations division.

Work Environment

Work is performed in a standard office environment. Occasional air travel is required. Attendance at Board of Directors’ meetings and conferences outside of the state may be required. This position has on-call responsibilities and may require work outside of regular business hours, including evenings, weekends, and holidays.

Minimum Qualifications and Experience
Education

Bachelor’s degree in Mathematics, Computer Science, Business, Engineering, Logistic, or related discipline, required.

Experience

Five (5) years of progressively responsible experience, including supervisory, in the natural gas industry, electric/gas utility sector, gas transportation operations within an interconnected system with generation facilities, required. Experience in a utility or union environment, preferred.

Substitution

Additional professional experience in a similarly complex gas/power production and pipeline transportation nominations role or related field may be substituted for the required education on a year for year basis.
