Scotiabank is seeking a Manager, Fed Securities Settlements within Global Wholesale Operations in Dallas to lead end-to-end U.S. fixed-income securities settlement activities, aligning execution with regulatory expectations and risk appetite.

You will oversee daily settlement, trade affirmation, custody requirements, liquidity movements, and reconciliation, while partnering with Front Office, Treasury, Risk, Tech, and Finance to drive improvements and scalable processes.

Responsibilities

  • Oversee daily U.S. Fed securities settlement activities for domestic and international lines.
  • Ensure accurate and timely settlement of complex securities products.
  • Manage full settlement lifecycle: trade settlement, custody, cash movements, funding, reconciliation, and fail remediation.
  • Provide management information and operational reporting.
  • Lead, coach, and develop the settlement team to strengthen controls and performance.
  • Support audits, regulatory examinations, and control enhancements.

Purpose

This operational leadership role is responsible for the end-to-end delivery of U.S. fixed-income securities settlement activities. The position supports the firm’s ability to operate at scale across global markets by aligning daily execution with regulatory expectations, the firm’s risk appetite, and evolving client and business needs. The manager partners closely with Operations, Risk, Finance, Treasury, Technology, and Front Office teams and is accountable for team leadership, issue escalation, operational performance, and maintaining a strong control environment.

What You'll Do
Settlement Operations & Execution Leadership
  • Provide oversight of daily U.S. FED securities settlement activities supporting domestic and international business lines.
  • Ensure the accurate and timely settlement of complex securities products.
  • Maintain accountability for the full settlement lifecycle, including:
    • Trade settlement and affirmation
    • Segregation and regulatory custody requirements
    • Cash wire processing and liquidity movements
    • Daily funding, cash management, and position reconciliation
    • Fail monitoring, escalation, and remediation
    • Management of coupon and margin payments and TMPG-related receivables and payables
    • Trade repricing and associated cash movements
    • Management information and operational reporting
Business Partnership & Change Enablement
  • Serve as a key operational contact for supported businesses, including Collateral Management and Funding, Group Treasury, Prime Services, Global Equity Derivatives, and Emerging Markets and Debt Capital Markets.
  • Partner with Front Office, Finance, Treasury, Technology, and Risk teams to support new product launches, client onboarding, market expansions, and operating model changes.
  • Ensure operational readiness for new business initiatives, including scalability, control readiness, and regulatory alignment before launch.
  • Work with upstream and downstream stakeholders to improve trade quality, settlement outcomes, and funding efficiency.
Risk, Controls & Regulatory Accountability
  • Manage daily operational risk and control activities for the settlement function, ensuring compliance with internal policies, regulatory requirements, and the firm’s risk appetite.
  • Support internal and external audits, regulatory examinations, and control reviews through evidence gathering, issue tracking, remediation, and sustainable control enhancements.
  • Ensure adherence to obligations under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook, and Guidelines for Business Conduct.
  • Drive continuous improvement in controls, reconciliations, exception management, and issue escalation to reduce settlement risk and operational losses.
People Leadership & Talent Development
  • Supervise, coach, and motivate settlement operations team members, fostering a culture of accountability, inclusion, collaboration, and continuous improvement.
  • Set clear expectations aligned to business strategy, operational excellence, and risk discipline.
  • Support people-management responsibilities, including performance feedback, resource planning, development conversations, and employee engagement activities.
  • Identify individual and team development needs, providing coaching and guidance to build technical depth, operational judgment, and leadership capability.
  • Address performance and conduct matters through timely feedback, coaching, and escalation when appropriate, reinforcing expected behaviors and standards.
What You'll Bring
  • Minimum of three years of industry experience in securities settlement operations, including Federal Reserve-eligible securities and fixed-income products; exposure to equities and international markets is preferred.
  • Experience in complex, regulated environments, with a strong understanding of operational risk, controls, and audit expectations.
  • Strong understanding of Federal Reserve securities settlements, triparty funding, margining, and securities and cash reconciliation processes.
  • Proven ability to partner with Front Office, Treasury, Risk, and Technology teams to deliver change and meet business requirements.
  • Demonstrated people-management experience, including developing talent and reinforcing a strong performance and control culture; experience leading both onshore and offshore teams is preferred.
  • Confidence and credibility when engaging with business partners, auditors, control functions, and senior management on operational matters.
