Job summary

JPS Health Network seeks a Manager Facilities Regulatory Training to oversee the engineering Environment of Care and Life Safety compliance programs, testing, inspections and documentation for regulatory bodies, and to support compliance across the JPS Network.

The role leads the training and education for the facilities engineering staff, partnering with department leaders to manage action plans and ensure regulatory readiness during surveys.

Qualifications

  • Bachelor’s degree in Safety, Engineering, Healthcare Management, or related field from an accredited college or university.
  • 5 years’ experience in healthcare engineering, safety, or regulatory compliance.
  • 9 years’ experience in healthcare engineering/safety with regulatory compliance and/or legal, if applicable, plus CHFM/CHSP within two years of hire.

Responsibilities

  • Oversee regulatory compliance documentation for Joint Commission (TJC) and CMS.
  • Maintain testing and inspection timelines to ensure TAC, TDLR, TCEQ, and EPA compliance.
  • Manage inventories, testing schedules, and maintenance history for critical systems.
  • Ensure all documentation is current and regulatory testing is completed on schedule.
  • Develop and maintain the Utility Management Plan and report to Environment of Care Committee.

Education

Bachelor’s Degree in Safety, Engineering, Healthcare Management, or related field
CHFM (Certified Healthcare Facilities Manager)

Job Description

Job Summary: The Manager Facilities Regulatory Training oversees operations and management of the facility engineering Environment of Care and Life Safety compliance programs, testing, inspections, and all associated documentation associated with The Joint Commission, Centers for Medicare & Medicaid Services (CMS), Texas Administrative Code (TAC), TDLR, TCEQ, and EPA requirements. Provides support for compliance across the JPS Network as it pertains to all Facilities Engineering Operations. Oversees the job-related training and education for the engineering department staff.

Essential Job Functions & Accountabilities
  • Oversees the management of the facilities engineering specific compliance documentation to ensure all regulatory documentation as required under Joint Commission (TJC) and the Centers for Medicare and Medicaid Services (CMS) are completed on time and completed accurately.
  • Oversees the development and maintenance of the appropriate testing and inspection timelines for the entire calendar year to ensure compliance with TJC and CMS.
  • Oversees the management verification of current inventories, testing schedules and results, and corrective maintenance history required for Emergency power systems, fire systems, and medical gas systems.
  • Ensures all documentation is current and accurate while confirming all regulatory and required testing is completed within the proper schedule by working with staff and department leadership.
  • Maintains the Utility Management Plan and reports compliance information to the Environment of Care Committee.
  • Maintains and completes annual reviews of the Statement of Conditions and Basic Building Information as it pertains to changes in square footage allocation for the JPS network.
  • Oversees and completes required building assessments as a representative for Facilities Engineering to ensure compliance through department tracers and leadership tracers.
  • Partners with the Engineering department leaders to manage survey action plans and tracking of all compliance related work orders.
  • Establishes and manages network standards regarding UL assemblies and fire stopping.
  • Oversees and maintains all department policies and procedures to include Facilities department ICRA/PCRA/ILSM documentation for department projects.
  • Develops general compliance educational activities, researches and interprets new codes in order to inform staff of new and existing requirements and to prepare for upcoming surveys.
  • Assesses compliance and competencies of staff along with other Facilities Engineering Leadership.
  • Trains Facilities Engineering staff related to compliance topics.
  • Serves as a key department representative with regulatory agency representatives, collecting content and providing presentation materials for review.
  • Directly manages the Compliance Specialist and the Fire Safety Program Manager and oversees their roles and responsibilities.
  • Responsible for hiring, management, completing performance reviews, and all competencies for all direct reports.
  • Works with division leaders in the implementation of Compliance policies throughout JPS Health Network. Includes participating on workgroups, task groups, tracking milestones of implementation and development, research, or engagement of required educational needs assessment.
  • Interacts with outside vendors and key customers to ensure all projects, required documents, and other forms of transaction based interactions are appropriately managed and met.

Qualifications

Required Qualifications:

  • Bachelor’s Degree in Safety, Engineering, Healthcare Management, or related field from an accredited college or university.
  • 5 years’ experience in healthcare engineering, safety, or regulatory compliance.

OR

  • 9 years’ experience in healthcare engineering/safety role, with experience in Regulatory Compliance and/or Legal.
  • Certified Healthcare Facilities Manager (CHFM) obtained within two years of hire.
  • Certified Healthcare Safety Professional (CHSP) obtained within two years of hire.
Preferred Qualifications
  • Master’s Degree in a related field from an accredited college or university.
  • OSHA certifications
