Qualifications

  • Familiarity with AVEVA Marine, E3D, or Unified Engineering preferred; interest in cross‑system integrations (MACPAC, LMS, Autotime) welcome.
  • Experience with platform stewardship, secure operations, and compliance frameworks (FedRAMP GCC‑High, ITAR/EAR, CMMC/NIST) is a plus.
  • Understanding of engineering workflows and data governance; eagerness to learn multi‑system integration and incident/root‑cause practices.
  • Ability to standardize configurations, retire customizations, design robust integrations, and govern AI/automation.

Responsibilities

  • Own Engineering’s digital-platform strategy and execution for multiple tools and legacy systems.
  • Lead transition from legacy customizations to OEM‑aligned workflows; reduce fragility and ensure standards.
  • Govern data standards, naming, EBOM/PBOM structures, and product information integrity.
  • Maintain a multi‑year digital‑transformation roadmap with quarterly objectives and change plans.
  • Coordinate tool transitions toward Microsoft 365 and Power Platform to ensure adoption.
  • Oversee integrations between AVEVA/E3D/UE and shipyard systems (MACPAC, LMS, Autotime).
  • Establish governance and compliance frameworks under FedRAMP GCC‑High, ITAR/EAR, CMMC.
  • Provide supervision and performance management for the Digital Transformation team.
  • Mentor engineering software champions to strengthen digital fluency.
  • Coordinate strategic training programs for digital tools and practices.
  • Decide on platform configuration standards, backlog sequencing, and vendor selection.
  • Track and report outcomes to leadership with value delivered and adoption metrics.

The Digital Transformation Manager has responsibility for digital modernization initiatives across Engineering. This position requires practical experience with engineering platforms and extensive experience with technical integrations, automation, and compliance in regulated environments. Effective communication with internal and external stakeholders is essential to resolve complex technical issues in accordance with program requirements. The role ensures the safe, predictable execution of transformation projects and platform upgrades, aligning with modernization goals and ship‑level digital twin objectives. The position is accountable for platform reliability, adoption, and measurable value delivery, including reduced manual effort, and improved digital thread integrity. A significant aspect of this role involves navigating and resolving conflict among stakeholders with competing priorities, requiring strong judgment, patience, and well‑developed conflict‑resolution skills to build alignment.

Essential Functions And Duties
  • Own Engineering’s digital‑platform strategy and execution for AVEVA Marine, E3D, Unified Engineering, and legacy Tribon, serving as platform steward for stability, upgrades, security alignment, vendor coordination, and environment health
  • Direct the shift from legacy customizations to OEM‑aligned workflows, ensuring consistent standards and reduced fragility across engineering disciplines
  • Govern Engineering’s digital data standards, including naming conventions, EBOM/PBOM structures, configuration controls, and product information integrity
  • Maintain a multi‑year digital‑transformation roadmap with quarterly objectives, defining cross‑discipline activities, test plans, rollback strategies, incident response procedures, and change‑management communications
  • Plan and coordinate the transition of Engineering tools (Jira, Confluence, Tableau) toward Microsoft 365 and the Power Platform, ensuring continuity and adoption
  • Lead integrations and data exchanges between AVEVA/E3D/UE and shipyard systems such as MACPAC MRP, LMS, and Autotime
  • Establish and operate within governance structures and compliance frameworks for automation, AI, data workflows, and secure platform operation under FedRAMP GCC‑High, ITAR/EAR, and CMMC requirements
  • Provide direct supervision and performance management for the Digital Transformation team, including hiring, coaching, career development, and setting clear, measurable expectations
  • Build a community of engineering software champions through mentoring and enablement programs that strengthen digital fluency across Engineering
  • Collaborate with Talent Development and Technical Training to identify, develop, implement, and manage strategic training programs for digital tools and practices
  • Make decisions on platform configuration standards, de‑customization priorities, backlog sequencing, automation approvals, integration architectures, and vendor selection within approved budgets
  • Answer for department performance, including cost, schedule, and transformation outcomes aligned with the roadmap.
  • Collaborate with Engineering, IT, Production, Supply Chain, QA, executive sponsors, OEMs, and software vendors to ensure alignment, timely support, and effective integration of digital platforms
  • Build strong relationships with customers and their representatives to resolve complex and often unforeseen issues in the best interests of programs; manage resolution of logistics, personnel, and prioritization conflicts
  • Communicate the rationale behind changes, negotiate trade‑offs with stakeholders, and navigate conflict to build alignment
  • Apply effective conflict‑resolution strategies calibrated to urgency, relationship sensitivity, and operational impact
  • Address complex and ambiguous technical problems (e.g., platform incidents, integrations, data‑integrity gaps, and de‑customization trade‑offs) using structured analysis and collaboration
  • Solve issues inherent in a legacy‑plus‑modern ecosystem while driving toward standardization and reliability
  • Manage overhead and capital budgets for digital platforms, licensing, vendor contracts, and professional services, applying course corrections to prevent overruns
  • Reduce risk to people, processes, and systems through approved policies, technical safeguards, governance, and proactive planning
  • Support Planning and Program Controls to integrate transformation schedules with networked detail schedules and the Integrated Master Schedule, mitigating late‑change impacts
  • Track and report Digital Transformation outcomes to Engineering leadership, including value delivered, cycle‑time reductions, defect rates, and adoption metrics
  • Ensure transformation activities are conducted safely and in alignment with production, testing, and engineering workflows
  • Build strong relationships with customers to resolve unforeseen issues, logistics challenges, personnel conflicts, and priority disputes
  • Identify practical AI use cases and coordinate proofs‑of‑concept for secure, compliant automation within Engineering

Skills And Qualifications

  • Understanding of engineering workflows (structure, piping, electrical, HVAC, outfitting) and data governance is preferred, along with enthusiasm for learning multi‑system integration and incident/root‑cause practices.
  • Ability to apply technical knowledge to standardize configurations, retire customizations, design robust integrations, implement automation and AI governance, and translate Engineering needs into scalable solutions
  • Strong change‑leadership capabilities, including leading teams and stakeholders through resistance, skepticism, or competing priorities

PHYSICAL DEMANDS

The essential functions of this role are performed in an office setting. The role requires prolonged periods of working in a stationary position, operating a computer, computer programs, and standard office equipment necessary to perform the essential duties. The role requires perceiving information and communicating effectively with others in person, online, and on the phone.

PAY SCALE

$169,700 - $219,700

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education. General Dynamics NASSCO also provides a variety of benefits including medical & dental insurance coverage, 401(k) retirement savings plan, flexible spending accounts/HSAs, life and disability insurance, company paid holidays and paid time off (PTO), wellness coaching, and an onsite health services.
