Job summary

Electric Hydrogen is seeking a Manager, Development to advance large-scale low-carbon hydrogen and e-Fuel projects from conception through Final Investment Decision (FID). This hybrid role is based in Houston and reports to the Director, Development.

You will coordinate cross-functional teams, manage schedules and budgets, and support customer engagements and commercial diligence. A hands-on background in industrial energy projects is highly valued.

Qualifications

  • 5–8+ years of project development experience in energy, natural gas, or decarbonization sectors.
  • Experience supporting or leading the development of hydrogen, carbon capture, and related infrastructure.
  • Understanding of permitting, site selection, and utility coordination in large-scale projects.
  • Familiarity with carbon intensity and emissions accounting frameworks is preferred.
  • Strong communication and stakeholder management across multidisciplinary teams.

Responsibilities

  • Lead day-to-day development activities for green/blue hydrogen and e‑Fuel projects from early-stage to FID.
  • Manage schedules, milestones, budgets, and development workplans to keep projects on track.
  • Coordinate site control, permitting, environmental studies, utility engagement, gas supply evaluation, and CO2 logistics.
  • Support evaluation of technical and commercial pathways for hydrogen production and emissions management.
  • Support customer engagement, proposal development, and due diligence packages.
  • Manage external consultants, engineering firms, permitting specialists, and other providers.
  • Develop and maintain development budgets, risk registers, and investment materials.
  • Prepare development updates and investment committee materials for internal stakeholders.

We are seeking a Manager, Development to support the development of large-scale industrial low-carbon hydrogen, fuel cell power, and green hydrogen e‑Fuel projects. In this role, you will be responsible for advancing individual projects through development, coordinating cross‑functional teams, and driving execution of key development activities from project conception through Final Investment Decision (FID).

This position is ideal for a project development professional with hands‑on experience in complex industrial energy projects, particularly natural gas infrastructure, blue hydrogen, carbon capture and sequestration or utilization, industrial gases, low‑carbon fuels, and related decarbonization pathways. The ideal candidate thrives in execution‑oriented environments, enjoys solving complex project challenges, and is passionate about industrial decarbonization.

You will work in a hybrid capacity from our Houston, TX office and report to the Director, Development.

Primary Responsibilities
  • Lead day‑to‑day development activities for assigned green hydrogen, blue hydrogen, e‑Fuel, and other low‑carbon industrial projects, advancing opportunities from early‑stage development through Final Investment Decision (FID)
  • Manage project schedules, action items, milestones, budgets, and development workplans to ensure projects remain on track
  • Coordinate key project workstreams, including site control, permitting, environmental studies, utility engagement, natural gas supply and infrastructure evaluation, CO2 transportation and sequestration diligence, transmission and interconnection activities, engineering coordination, and commercial diligence
  • Support evaluation of technical and commercial pathways for hydrogen production and emissions management, including natural gas availability, carbon capture configuration, CO2 offtake or sequestration options, pipeline access, storage requirements, and regulatory considerations
  • Support customer engagement activities, including the development of proposals, project concepts, commercial discussion materials, and due diligence packages
  • Manage external consultants, engineering firms, permitting specialists, environmental advisors, carbon management advisors, and other development service providers
  • Work closely with internal engineering, commercial, finance, legal, policy, and supply chain teams to identify and resolve project risks and execution challenges
  • Develop and maintain development budgets, risk registers, and investment decision materials, including inputs related to feedstock supply, carbon capture costs, CO2 transportation and storage, and low‑carbon intensity requirements
  • Support the negotiation and execution of project agreements, including site agreements, development services agreements, utility agreements, natural gas supply or infrastructure‑related agreements, CO2 transportation or sequestration arrangements, and other development‑related contracts
  • Prepare development updates, management reports, permitting summaries, and investment committee materials for internal stakeholders
  • Monitor commercial, regulatory, and permitting developments that may impact assigned projects, including carbon capture incentives, low‑carbon hydrogen requirements, pipeline and sequestration permitting, and natural gas market considerations
  • Conduct project due diligence, including evaluation of sites, infrastructure availability, permitting pathways, natural gas and CO2 infrastructure, market conditions, and potential project partners
  • Support project financing and lender diligence activities by coordinating project information requests and development documentation
Qualifications
  • 5–8+ years of project development experience within the energy, natural gas, industrial, infrastructure, hydrogen, carbon capture, renewable fuels, or clean technology sectors
  • Experience supporting or leading the development of natural gas, blue hydrogen, carbon capture and sequestration, industrial gases, energy infrastructure, renewable fuels, or other low‑carbon industrial projects through key project milestones
  • Demonstrated understanding of project development processes, including permitting, site selection, utility coordination, natural gas supply or infrastructure diligence, CO2 transportation and sequestration considerations, commercial contracting, and stakeholder management
  • Familiarity with carbon intensity, emissions accounting, carbon capture performance, CO2 storage or offtake pathways, and related regulatory or incentive frameworks is strongly preferred
  • Strong project management skills with the ability to manage multiple parallel workstreams and competing priorities
  • Experience working across multidisciplinary teams, including engineering, environmental, commercial, legal, finance, policy, supply chain, and operations functions
  • Strong commercial and analytical capabilities, including experience with project economics, budgeting, financial analysis, and development risk assessment
  • Excellent communication and stakeholder management skills, with the ability to translate complex project issues into clear recommendations and action plans
  • Experience in green hydrogen, blue hydrogen, industrial gases, renewable fuels, e‑SAF, methanol, ammonia, carbon capture, or related industrial decarbonization sectors is preferred
  • Ability to operate effectively in a fast‑paced, entrepreneurial environment

MA Zone

$175,000—$195,000 USD

Actual base salary offered to the hired applicant will be determined based on their work location, level, qualifications, job‑related skills, as well as relevant education or training and experience.

Base salary is just one part of Electric Hydrogen’s total rewards package. We feel strongly that our team should not have to worry about having quality healthcare. In addition to the base salary offered, the hired applicant may receive:
