Job summary

Fairfax County Public Schools is seeking an experienced leader to plan and manage operations related to capital school design and construction projects. The role ensures compliance with federal, state, and local regulations while coordinating with architects, contractors, and school staff across multiple sites.

The position emphasizes supervising teams, controlling budgets, and reporting progress to senior management. Telework may be limited under policy; a 260-day contract with monthly pay.

Qualifications

  • Bachelor's degree in construction management, engineering, architecture, or related field.
  • Four years of experience in construction project planning and management, including supervisory work.
  • Valid driver's license with good driving record.
  • Knowledge of design, scheduling, and fiscal/admin aspects of major projects.
  • Familiarity with applicable regulations, data analysis, and reporting.

Responsibilities

  • Supervise day-to-day capital design/construction activities across sites.

  • Ensure contracts meet specifications and budget, following procurement rules.
  • Approve changes and manage educational/specifications documents.

Qualifications
Required
  • Any combination of education and experience equivalent to a bachelor's degree in construction management, engineering, architecture, or a related field.
  • Four (4) years of experience in construction project planning and management, two (2) years of which shall have been in oversight or supervisory role.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Possession of an appropriate, valid motor vehicle operator's license with a good driving record.
  • Knowledge of the theories and practices of architectural design and construction management and engineering including design, scheduling, and fiscal and technical administration of major construction projects.
  • Knowledge of related national, state, county, local, and School Board regulations, directives, policies, and/or codes.
  • Proficiency in the use of technology and data compilation, analysis, and reporting.
  • Ability to review and analyze construction plans and specifications.
  • Ability to effectively lead teams in multiple projects.
  • Ability to facilitate meetings and/or present information to groups.
  • Ability to establish and maintain effective working relationships with county officials, contractors, and the public.
  • Ability to communicate effectively, both orally and in writing.
Preferred
  • Project management experience.
  • Professional Engineer (PE), American Institute of Architects (AIA), Certified Construction Manager (CCM), Project Management Professional (PMP), or related certifications.
Major Duties/Essential Functions
  • Supervises and has primary responsibility and accountability for the management of the day-to-day activities and assigned capital school design and construction, associated Americans with Disabilities Act (ADA) compliance, and improvement projects at multiple sites for the section.
  • Manages and assists with the coordination of contractors, architects, design consultants, and school staff on assigned capital design and construction, ADA compliance, or improvement projects.
  • Ensures capital design and construction or facilities improvement-related contracts are completed in accordance with specifications and within budget allotment following procurement guidelines.
  • Supports changes to contracts, approves change orders, and authorizes financial transactions.
  • Manages changes to the educational specifications, master specifications, and other design and construction related documents.
  • Maintains current project information and database.
  • Manages project timelines ensuring completion within prescribed timeframes.
  • Tracks and monitors budgets and provides recommendations and advice related to budget development and forecasting of capital construction projects.
  • Manages data compilation, analysis, and reporting for evaluation and future planning.
  • Serves as the liaison within the school division, family/community groups, outside agencies, and private outside vendors to address questions, concerns, and public complaints.
  • Presents information and recommendations to senior management team.
  • Prepares reports and correspondence including providing appropriate status updates.
  • Oversees the work of consultants, vendors, and/or contractors.
  • Performs related duties as required or assigned.
Work Environment/Physical Requirements

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position may also visit worksites in the field and be exposed to extreme heat and cold, outdoor environments, moving mechanical parts, fumes, toxic or caustic chemicals, and loud noises.

Per the FCFPSA collective bargaining agreement, telework may be approved in limited circumstances as defined by Regulation 4417.
