This position provides operational oversight and contract management for RTD’s operating and public facilities contracted services. This position is responsible for monitoring contractor performance, ensuring compliance with contract provisions, and supporting service delivery that meets safety, reliability, and customer experience standards. The role serves as the primary liaison between RTD and contracted service providers, tracking performance metrics, overseeing corrective actions, and ensuring contractors meet contractual, regulatory, and operational requirements. The Manager directs the collection, validation, and reporting of operational and performance data to assess service effectiveness, identify trends and risks, and recommend improvements to enhance reliability, efficiency, and customer satisfaction. This position also represents RTD in shared-ownership environments, serving on owners’ association boards when needed. Oversight includes key locations including Wynkoop Plaza and EVA Lane at historic Union Station. This position collaborates closely with internal departments, including Operations, Service Planning, Safety & Security, Finance, Customer Care, Procurement and Legal, to ensure alignment of contracted maintenance operations with RTD’s policies, procedures, and strategic priorities. Success in this role requires strong contract management, analytical, and communication skills, with the ability to oversee contractor performance, guide staff in a performance-driven environment, and support high-quality, cost-effective maintenance.

DUTIES & RESPONSIBILITIES

• Contract and Facilities Management Plans, directs, and coordinates activities for RTD’s contracted services at operating and public facilities, ensuring compliance with contracts, agency policies, service plans, and performance expectations.
• Serves as the primary liaison with contracted maintenance service providers.
• Monitors contractor performance and ensures adherence to contractual obligations, operating procedures, applicable codes, and safety and performance standards.
• Leads contract development and procurement strategy for operating and public facilities, including developing Request for Proposals (RFP), Invitation for Bids (IFB), cooperative agreements, and/or state awards; by defining scopes of work, preparing cost estimates, and participating in vendor selection.
• Addresses contractor performance issues, defines corrective actions, applies liquidated damages, if necessary, documents contractor responses, and resolves or negotiates disputes.
• Directs the collection, validation, analysis, and reporting of operational and performance data for contracted services.
• Monitors key performance indicators (KPIs) such as equipment reliability, cost efficiency, safety, and customer satisfaction.
• Evaluates contractor trends, identifies risks, and recommends service improvements, operational adjustments, or contractor interventions to maintain service standards and support agency objectives.
• Conducts on-site inspections to ensure contractor compliance with contractual obligations and performance standards.
• Collaborates closely with internal departments, including Operations, Service Planning, Engineering, Infrastructure Delivery, Safety & Security, Finance, Customer Care, Procurement, and Legal, to resolve service delivery challenges and coordinate systemwide initiatives impacting contracted services.
• Coordinates with external stakeholders, jurisdictions, and community partners to support the successful execution of projects, service initiatives, and operational improvements.
• Develops, manages, and monitors budgets associated with contracted services, including contractor payments, staffing, and service-level adjustments.
• Provides fiscal oversight, cost control, expenditure tracking, forecasting, and analysis to support efficient operations.
• Ensures staff and contractors are trained and compliant with applicable safety rules, operating procedures, regulatory requirements, and contractual obligations.
• Prepares and reviews narrative and statistical reports, correspondence, policy papers, and presentations related to contracted service performance.
• Presents findings and recommendations to executive leadership, internal stakeholders, and external partners as required.
• Oversees contract administration activities, including development of scopes of work, contract specifications, compliance manuals, invoice review, and documentation tracking.
• Ensures contractors meet all contractual, regulatory, and reporting requirements.
• Leads or participates in committees, task forces, and working groups related to contracted service performance, compliance, customer experience, and operational improvement initiatives.
• Participates in and oversees development and implementation of short- and long-range facilities maintenance plans, asset management strategies, and state-of-good-repair programs.
• Monitors trends in asset condition and performance and implements strategies to sustain system reliability and reduce lifecycle costs.
• Coordinates with Customer Care and other departments to ensure timely investigation, response, and resolution of customer complaints and service incidents related to contracted maintenance services.
• Represents RTD at community, interagency, and stakeholder meetings related to contracted maintenance services.
• Promotes accountability, transparency, collaboration, and continuous improvement.
• This role shall serve as RTD’s representative on owner’s association boards for facilities with shared ownership.
• Provides technical direction to maintenance personnel and contractors.
• Ensures appropriate training and cross-training is completed and that work aligns with applicable codes, standards, manufacturer requirements, and contractual obligations.
• Leads outreach activities, partnerships, and forums as needed.
• Leads preparation of analyses and presentations for internal briefings, external stakeholders, and Board meetings.
• Administers Intergovernmental Agreements (IGA) and Common Area Maintenance (CAM) agreements with municipalities and stakeholders.
• Participates in negotiation and coordination of IGAs with internal project teams.
• Provides planning and engineering support for design, construction, and inspections of contracted maintenance for equipment at facilities.
• Builds strong relationships with all departments and encourages cross-functional collaboration to support efficient contracted maintenance delivery.

QUALIFICATIONS

• Required Qualification: Bachelor’s degree in Facilities Management, Business Administration, Management, Engineering, Construction Management required, or an equivalent combination of education and relevant work experience.
• Five (5) years of progressively responsible experience in transit facilities operations and maintenance (including stations, transit centers, maintenance facilities, administrative buildings, or other public infrastructure assets), contract management, or a related public-sector service environment.
• Experience must include oversight of contracted service providers, performance monitoring, and contract compliance, as well as coordination with internal stakeholders, external vendors, and/or regulatory agencies.
• Experience managing contracted services for building and grounds maintenance, including coordination of services such as snow removal and contract administration activities (e.g., scope development, vendor oversight, performance management).
• Experience with budgeting, cost estimating, and expenditure tracking.
• Must have a valid Colorado driver's license or the ability to obtain one within 90 days of hire.
• No DUI, DWI, or Reckless Driving violations in the past 5 years.
• Ability to respond to emergencies and critical incidents outside of regular business hours, including nights, weekends, and holidays.
• Work schedules may vary outside of regular business hours to support operational and business needs.
• Preferred Qualifications: Experience working with intergovernmental or shared-use agreements (e.g., IGA, CAM) OR An equivalent combination of education, experience, knowledge, skills, and abilities.

• Extensive knowledge of public transit operations and service delivery models, including contracted fixed-route bus and microtransit services.
