Job summary

Blue Stream Fiber is seeking a Manager of Construction, Operations & Project Delivery in Atlanta to lead telecom infra projects through design, permitting, construction and turnover. You will partner across engineering, operations and finance, managing scope, schedule and budgets while ensuring safety and regulatory compliance.

The role requires strong leadership, collaboration with vendors and customers, and a focus on quality, efficiency and continuous improvement in project execution.

Qualifications

  • Bachelor's degree in Construction Management, Engineering, Business Administration, Project Management, or related field.
  • Five or more years of telecommunications, utility, construction, or infrastructure PM experience.
  • Experience managing budgets, schedules, and multiple projects.

Responsibilities

  • Lead multiple construction and infrastructure projects from initiation through completion.
  • Develop and manage project schedules, scopes, budgets, and resource plans.
  • Monitor milestones, identify risks, and implement mitigation strategies.

Description

The Manager, Construction & Project Delivery, is responsible for leading the planning, execution, and successful delivery of telecommunications infrastructure projects. This role oversees the full project lifecycle, from design and permitting through construction, deployment, closeout, and operational turnover. The position ensures projects are completed safely, on schedule, within budget, and in accordance with company standards while serving as the primary liaison between internal departments, contractors, vendors, customers, and regulatory agencies.

The Manager provides leadership to construction teams and external partners while driving continuous improvement in project execution, quality, customer experience, and operational efficiency.

Key Responsibilities
Project Leadership
  • Lead multiple construction and infrastructure projects from initiation through completion.
  • Develop and manage project schedules, scopes, budgets, and resource plans.
  • Monitor project milestones, identify risks, and implement mitigation strategies.
  • Ensure projects are completed on time, within budget, and in compliance with company standards.
Construction Management
  • Oversee underground, aerial, and in-building telecommunications construction activities.
  • Coordinate design, engineering, permitting, make-ready activities, material procurement, and construction sequencing.
  • Perform field inspections to verify workmanship, safety, and quality standards.
  • Ensure compliance with local, state, federal, OSHA, and company safety regulations.
Vendor & Contractor Management
  • Establish and maintain relationships with qualified contractors and vendors.
  • Negotiate contracts, pricing, and service agreements.
  • Monitor contractor performance, productivity, quality, and budget adherence.
  • Review and approve invoices, change orders, and project documentation.
Financial & Operational Oversight
  • Develop and manage project budgets and forecasts.
  • Track project costs and identify opportunities for operational efficiencies.
  • Manage purchase orders, contracts, and financial reporting.
  • Ensure project documentation and closeout packages are complete and accurate.
Cross-Functional Collaboration
  • Partner with Engineering, Operations, Finance, Sales, Customer Experience, Network Operations, and Executive Leadership to ensure successful project execution.
  • Coordinate project communications and provide regular status updates to stakeholders.
  • Resolve project challenges while maintaining strong customer and vendor relationships.
Leadership
  • Lead, coach, mentor, and develop construction coordinators, project managers, and assigned team members.
  • Foster a culture of accountability, collaboration, safety, and continuous improvement.
  • Support workforce planning and contractor resource management.
Customer & Stakeholder Relations
  • Serve as the primary point of contact for customers, developers, municipalities, utilities, and permitting agencies.
  • Lead customer meetings and provide executive-level project updates.
  • Build positive relationships that support long‑term business growth.
Skills, Knowledge and Expertise
  • Bachelor's degree in Construction Management, Engineering, Business Administration, Project Management, or a related field, or equivalent work experience.
  • Five (5) or more years of telecommunications, utility, construction, or infrastructure project management experience.
  • Experience managing construction budgets, schedules, and multiple concurrent projects.
  • Strong knowledge of underground, aerial, and inside plant construction.
  • Experience managing contractors and vendor relationships.
  • Working knowledge of permitting, right‑of‑way, and regulatory processes.
  • Knowledge of OSHA, NESC, NEC, and applicable safety standards.
  • Ability to read construction drawings, blueprints, and engineering plans.
  • Strong financial, analytical, and organizational skills.
  • Excellent communication and leadership abilities.
  • Valid driver's license.
  • PMP Certification (preferred).
  • Experience in fiber optic broadband construction (preferred).
  • Experience with GIS, project management software, and ERP systems (preferred).
  • Bilingual skills are a plus.
