Washington Metropolitan Area Transit Authority (WMATA) seeks a Manager, Civil Rights Compliance to lead and enhance the authority's equal opportunity and civil rights programs. You will oversee policy development, compliance monitoring, and staff training across departments to ensure adherence to federal requirements.
Reporting to the Director of EEO, this role analyzes legislation, coordinates with internal teams and external agencies, and presents findings to management.
The Manager, Civil Rights Compliance investigates, evaluates, trains, and monitors WMATA’s equal opportunity and civil rights programs. Reporting to the Director of EEO, this role supports program implementation and ensures compliance with laws and regulations. Provides guidance to departments, develops programs, and conducts research to identify and resolve issues. Under general direction, the incumbent creates comprehensive initiatives, evaluates program effectiveness, and reports findings to management. Applies expert knowledge to advise on compliance matters and prioritizes resources to support departmental goals and ensure alignment with civil rights standards.
Investigates, evaluates, and monitors the administration of WMATA’s equal opportunity and civil rights-related programs. Monitors goals, objectives, policies, procedures and work standards for the Office of Equal Employment Opportunity in the administration of the Authority’s civil rights programs including but not limited to the affirmative action programs, equal employment opportunity, Title VI, civil rights policy compliance and other federally mandated programs and functions.
Conducts comprehensive training when required, attends meetings and conferences, and provides advice and information to operational departments concerning issues of program development and compliance.
Assist and advises operational departments in areas of policies, plans, and procedures for the effective implementation of equal opportunity and civil rights-related programs. Develops the effective implementation of the Authority's Equal Employment Program and monitors compliance with long and short term goals. Reviews and monitors departmental EEO goals. Confers and advises management on major affirmative action and equal opportunity activities and problems.
Analyzes and makes recommendations to management on issues related to employment discrimination and Title VI plan and compliance. Develops and /or approves and monitors recommendations for resolutions.
Analyzes and evaluates new and proposed legislation involving equal opportunity and civil rights-related legislation to determine its effect on WMATA and makes recommendations for its endorsement, opposition, or implementation.
Reviews, analyzes, and interprets State and Federal equal opportunity guidelines and prepares written recommendation to ensure compliance.
Manages the interaction between other Metro organizations as they relate to Title VI language assistance initiatives, bus / rail service and fare change impact analysis, and the handling of complaints related to levels and quality of service in minority and low- income areas
Manages the development of analytical studies and periodic reports on program compliance and progress; develops and reviews reports of findings, alternatives and recommendations; represents the Authority with governmental agencies, professional and business organizations and community groups.

Through knowledge of applicable Federal laws (including Title VII and Title VI of the Civil Rights Act of 1964 and its amendments, and the Civil Rights Act of 1991, The American with Disabilities Act and the Age Act; Executive Orders and guidelines pertaining to EEO
Extensive knowledge of the principles, practices and strategies of affirmative action, Title VI, the budget process and procedures and in office administration as it applies to the Authority
The ability to rapidly acquire thorough knowledge of the Authority’s collective bargaining agreements
