bring deep knowledge of and experience in strategic development, program management,
planning, budgeting, procurement, and project delivery. They have experience managing
diverse and high functioning offices and/or teams comprised of subject matter experts.

Minimum Qualifications
  • Education
  • Bachelor’s degree in Business Administration, Public Administration, Urban Planning, Urban
  • Affairs, Engineering, Management, or closely related field
Experience
  • A minimum of ten (10) years of progressively responsible experience:
  • leading diverse operational and project teams across a range of functions to deliver
  • business improvement through complex program management and
  • driving programs forward within a complex, changing, and ambiguous operational
  • environment, for a large public or private sector organizations
  • must include, at least six (6) years managing teams and overseeing strategic direction and
  • major program delivery

Summary

The Senior Director, Program Development oversees program and project development and
delivery activities within Planning and Sustainability. This includes providing vision,
leadership, and strategic direction and development of Metro’s Fare Systems
Modernization, Zero Emissions Vehicles, Station Planning, and Bus Priority programs. This includes ensuring the strategic direction of the programs, align with on-going initiatives across the Authority, and to advance these programs in concert with program directors and project managers. The incumbent works closely with executives and senior-level staff at Metro and with Metro’s jurisdictional partners.

Essential Functions

Provides vision, leadership, and strategic direction and development of Zero Emission
Vehicles, Fare Modernization, Station Planning, and Bus Priority programs to drive
successful implementation of the Authority’s key initiatives.
Coordinates and communicates with multiple stakeholders, including customers; other
WMATA departments; jurisdictional partners; external partners and vendors; Planning and
Performance organizational staff, Managers, and Senior leadership to ensure alignment of
work program and successful implementation of programs.
Advises and supports the SVP, Planning and Sustainability and EVP and Chief, Planning and
Performance and other Authority leadership to meet goals, deliverables, and align programs
with organizational strategies.
Collaborates closely with other departments to embed continuous improvement into daily
operations and long-term planning.
Supervises a team following the organization's policies and applicable regulations and
requirements including interviewing, hiring and training employees; planning, assigning and
directing work; appraising performance; managing employee performance; addressing
complaints and resolving problems.

Other Functions
  • Brings expert knowledge and a professional network relating to best practices and cutting-
    edge innovation in relevant and comparable industries (in transit and beyond) to serve as a
  • change agent while driving rapid strategic and operational changes forward.
  • Directs and oversees capital and operating budget activity, including planning, forecasting,
    and monitoring expenses for the programs.
