This position is eligible for telework to applicants who reside in Minnesota or a bordering state. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.
This position provides the primary leadership for the Health Care Administration’s efforts to reform health care delivery and financing for Minnesota Health Care Program enrollees. Working with other state agencies (such as the Minnesota Department of Health and the Minnesota Department of Commerce), other department Administrations (such as Disability Services, Behavioral Health, and Homelessness, Housing, and Support Services Administration), numerous private sector partners, and national and federal health care delivery reform leaders, this position functions as the leader for the Administration’s health care delivery and payment reform efforts, including both policy development, the implementation of new initiatives, and coordination of related health informatics.
Responsibilities include:
- Manage the Health Care Administration’s Care Delivery and Payment Reform policy development.
- Manage the Health Care Administration’s implementation of health care delivery reform and related supportive initiatives, including the Integrated Health Partnerships (IHP) program and the Encounter Alert Service (EAS).
- Manage the scientific evaluation of the efficacy and effectiveness of the MHCP health care reform activities.
- Negotiate and manage the division’s grant and contractor activities related to health care reform.
- Manage the Health Care Delivery & Payment Reform Section activities and personnel.
Minimum Qualifications
Demonstrated leadership experience*
- Leadership experience can include:
- Experience as a supervisor, leadworker, team lead, project lead;
- Completion of a State of Minnesota leadership program (e.g. ELI, L4);
- A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
- 1+ year of experience identifying issues, goals and strategic actions
- 100+ hours per year time commitment
AND
5 years of specialized professional experience in designing, implementing, and/or evaluating value-based health-care purchasing strategies; or utilizing health informatics to drive improved health care provider performance.
Experience must demonstrate:
- Extensive understanding of the health care delivery system and the health care marketplace.
- Extensive understanding of using incentives and accountability to drive quality improvement and cost efficiency within the health care delivery system.
- Comprehensive understanding of the basic legal authority (state and federal law and rule) governing the Medicaid and MinnesotaCare programs.
- Understanding of health informatics and the role of health data in supporting care delivery, coordination, and reform.

- Management skills necessary to provide leadership, strategy, and conflict resolution.
- The ability to listen, collaborate, problem-solve, and negotiate with colleagues and adversaries.
- Demonstrated understanding of federal and state legal perspective.
- Demonstrated expertise with the negotiation and contracting process.
- Demonstrated understanding of MMIS system.
- Ability to plan and implement policy, program, operations, and budget changes.
- Able to make and defend policy and operational decisions affecting substantial costs to the State and/or federal government.
- Variety of experiences working effectively with others from different backgrounds and cultures.
