Job summary

Hanwha Defense USA, Inc. seeks an experienced Budget and Rates Manager to oversee budgeting and indirect rate requirements across its business lines.

You will work with senior leaders, contracts, and finance to develop and update the Forward Pricing Rate Submission (FPRP) and support audits and regulatory compliance.

Qualifications

  • Bachelor’s degree required in finance, accounting, business, engineering, or related field.
  • MBA or master’s in accounting or finance preferred.
  • 8+ years of progressive finance leadership experience in defense/manufacturing.

Responsibilities

  • Manage annual budget process including direct/indirect budgets for Forward Pricing Rate (FPRP).
  • Report variances to budgets and identify risks and opportunities.
  • Prepare quarterly cost monitoring reports to DCMA/DCAA and perform variance analysis.
  • Support FAR/DFARS/CAS audits and indirect rate management.
  • Coordinate ICE submissions with program management and finance.
  • Assist audits related to forward pricing, incurred cost, pre/post-award audits.
  • Support accounting/estimating system readiness audits.
  • Conduct ad hoc analyses and scenario planning for indirect budgets.
  • Interface with Finance, Accounting, and department leads.
  • Brief leadership on budgets and corrective action plans.

Job description

Position Overview

We are seeking an experienced Budget and Rates Manager that will be responsible for preparation and oversight of all budgeting and indirect rate requirements for the various HDUSA business lines. The ideal candidate brings deep finance expertise, mastery of defense/regulated environments (FAR/DFARS, CAS, DCAA/DCAA audits), and has a track record of working closely with senior business leaders, contracts, and finance to develop and update the corporations Forward Pricing Rate Submission (FPRP).

Key Responsibilities
  • Manage and develop the annual budget process, including development of direct and indirect budgets, which will be utilized in the annual Forward Pricing Rate (FPRP) submission.
  • Identify, report, and explain monthly and year-to-date variances to the annual budgets including potential risks and opportunities.
  • Prepare and submit quarterly cost monitoring reports to DCMA/DCAA, comparing actual incurred costs to forward pricing, and perform variance analysis.
  • Support government compliance with FAR/DFARS/CAS audit readiness, indirect rate management, and financial controls across the business.
  • Manage the preparation of the incurred cost submission, including coordination with program management, finance, accounting, and other departments as appropriate to validate and analyze direct and indirect cost data in support of the annual incurred cost submission (ICE) to the USG.
  • Support requests from DCMA/DCAA related to audits of the forward pricing proposal, incurred cost proposal, pre-award contract audits, post-award contract audits, and other audits as requested.
  • Support accounting system and estimating system readiness audits.
  • Perform various ad hoc analyses as required to include trend analysis, effects of one-time events, “what if” scenarios related to indirect budgets, and other special projects.
  • This position will interface with Finance, Accounting, and various other Department Leads.
  • Brief and report to leadership on the annual budgets, including indirect rates, monthly and year-to-date performance against the budgets, and recommended corrective action plans if necessary.
  • Responsible for continuous improvement of policies and procedures, in support of budgets and rates.
  • Foster a culture of accountability and continuous improvement.
Required Qualifications
  • Bachelor’s degree in finance, accounting, business, engineering, or related field.
  • MBA or master’s in accounting or finance are strongly preferred.
  • 8+ years of progressive finance leadership experience, including direct experience in the A&D industry, including experience with complex defense manufacturing.
  • Demonstrated success developing budgets and rates in USG CAS covered environment with multi-year and high‑value contracts.
  • Working knowledge of FAR/DFARS, CAS, indirect rate structures, and government audits.
  • Familiarity and hands‑on experience with accounting & estimating business systems.
  • Proven communication skills—capable of translating complex financials into clear, actionable insights for leadership.
Preferred Qualifications
  • CPA, CFA, certifications a plus.
  • Experience with DCAA, DCMA, USG agency audits.
  • Familiarity with various USG contract types (FFP, FPI, CP, T&M, etc.).
  • Familiarity with cost/price analysis, cost modeling, estimating, and proposal development is a plus.
  • Budget and Indirect Rate development.
  • Government Compliance and CAS Cost structure.
EDUCATION
  • Bachelor’s degree in finance, accounting, business or related field.

Actual compensation may vary based on relevant skills/experience, education and certifications, market conditions, geographic location and internal pay equity.
