Job summary

Gateway Development Commission (GDC) seeks a dynamic Manager, Audit Oversight (Information Technology) to strengthen risk management and internal controls across the organization’s technology landscape. You will partner with senior leadership and report to the Head of Audit Oversight, leading IT audit projects through planning, fieldwork, reporting, and follow-up.

Qualifications

  • Bachelor's degree in information systems, computer science, accounting, or a related field.
  • Minimum 5 years of experience in IT audit, IT risk, cybersecurity, or technology assurance.
  • Professional certifications such as CISA, CISSP, CIA, CISM are highly desirable.
  • Strong communication skills and ability to interact with all levels.

Responsibilities

  • Support IT audit planning with Head of Audit Oversight.
  • Conduct audits of applications, infrastructure, cybersecurity, cloud services, and data governance.
  • Assess cybersecurity controls including IAM, network security, logging, incident response, vulnerability management.
  • Identify tech risk areas in digital systems and data platforms.
  • Prepare audit reports and communicate findings to senior management and the Board.

Job description

The Gateway Development Commission (GDC) is seeking a dynamic Manager, Audit Oversight (Information Technology) to partner with senior leadership and strengthen the organization’s risk management and internal control environment. Reporting to the Head of Audit Oversight, this role will be responsible for executing Internal Audit projects and supporting all phases of the audit lifecycle including planning, fieldwork, reporting, and follow-up. This position will deliver insights that identify process gaps, control deficiencies, and areas for improvement, ultimately driving efficiency and accountability across GDC’s technology landscape.

Essential Functions
  • Support annual information technology (IT) audit planning by assisting the Head of Audit Oversight in developing and executing risk-based audit plans aligned with GDC’s technology roadmap.
  • Conduct audits of applications, infrastructure, cybersecurity, cloud services, and data governance to evaluate control design and operating effectiveness.
  • Assess cybersecurity controls, including identity and access management, network security, logging and monitoring, incident response, and vulnerability management.
  • Identify emerging technology risks related to digital systems supporting the program, including project management tools, operational technology, and data platforms.
  • Prepared detailed audit reports and their supporting documentation that clearly communicate findings and recommendations to stakeholders, including senior management and the Board of Commissioners.
  • Collaborate with technology, finance, and program management teams to strengthen internal controls and remediation efforts.
  • Leverage data analytics, automation, and continuous monitoring techniques to improve audit coverage and efficiency.
  • Identify opportunities for process improvement within the Internal Audit function.
  • Perform special review requests by senior management or the Board and carry out related duties as assigned.
Job Requirements
  • Bachelor’s degree in Information Systems, Computer Science, Accounting, or a related field.
  • Minimum 5 years of experience in IT audit, IT risk, cybersecurity, or technology assurance.
  • Professional certifications such as Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Certified Internal Auditor (CIA), Certified Information Security Manager (CISM), or comparable certifications are highly desirable.
  • Strong communication skills and ability to interact with all levels and functions.
  • Ability to work independently and collaboratively in a fast-paced environment while managing multiple priorities.
  • Strong project management and time management skills, with the ability to organize and prioritize work effectively.
  • High energy, strong work ethic, and a commitment to continuous improvement in a dynamic environment.

Project Background

The Hudson Tunnel Project (HTP) is the most urgent passenger rail infrastructure project in America. It involves constructing a nine miles of new passenger rail track, including a new two-track tunnel under the Hudson River connecting New Jersey to New York Penn Station, and the full rehabilitation of the existing 116-year-old North River Tunnel. The project will create operational flexibility and rail network redundancy to finally deliver reliable transportation to hundreds of thousands of daily commuters.

The HTP is the cornerstone of the Gateway Program, a comprehensive rail investment program that will modernize rail travel and create new capacity for the most congested section of the Northeast Corridor.

The Gateway Development Commission (GDC) is the bi-state public authority charged with delivering the HTP. GDC is governed by a seven-member Board appointed by Amtrak, New Jersey, and the New York State Department of Transportation. GDC works in partnership with Amtrak, NJ TRANSIT, and the Port Authority of New York and New Jersey.
