Job summary

The University of Texas at Austin is seeking a Manager, Applications & Data Systems to lead CCCSE's Python/Django applications, survey and data systems, and relational databases on the UT Main Campus. You will own the technical direction of the platform and manage a small IT staff.

You will design and deploy secure web applications and APIs, drive modernization efforts, and ensure data integrity across systems, with collaboration across departments and with AWS/University infrastructure teams.

Qualifications

• Bachelor’s degree in computer science, information systems, software engineering, or related field with at least five years of professional software-development experience.
• Professional expertise developing, maintaining, testing, and supporting production Python and Django applications with secure, database-driven web apps.
• Experience designing and optimizing relational databases (SQL Server, MySQL, PostgreSQL).
• Experience integrating systems via APIs, scheduled processes, and access controls.
• Experience with analytics integration, Git, testing, and production release practices.

Job Details

Purpose: The Manager, Applications & Data Systems provides hands-on technical leadership for CCCSE’s web applications, survey and data systems, relational databases, integrations, and operational technology platforms. This position is the primary technical owner of CCCSE’s Python/Django application platform, which is under active development as part of a broader modernization effort, and leads the connected applications, databases, survey-technology, and data-exchange environments.

Responsibilities

Application Development and Ownership: Design, develop, maintain, test, document, and deploy secure Python/Django applications, APIs, and integrations that support CCCSE operations and institution-facing services. Responsibilities include front-end development, databases, authentication, authorization, and institution-level data-access controls.

Technical portfolio leadership: Provide technical leadership across CCCSE’s applications, databases, survey platforms, integrations, and operational technology. Lead application-level data exchanges and resolve complex application, database, authentication, access-control, and integration issues. Coordinate with staff responsible for AWS and University infrastructure rather than directly administering those platforms.

Modernization and continuity: Improve connections among applications, databases, and workflows to reduce manual work, strengthen data consistency, and improve maintainability. Recommend modernization and migration priorities and implement routine improvements.

Requirements and solution delivery: Work with CCCSE staff to analyze processes, gather requirements, and deliver usable solutions supporting survey administration, participant and institution management, events, analytics, and other internal operations.

Supervision and documentation: Supervise and mentor a junior IT staff member; review technical work; establish development and testing standards; and maintain documentation that reduces dependence on individual employees, consultants, and vendors.

Required Qualifications

• Bachelor’s degree in computer science, information systems, software engineering, or a related field, plus at least five years of progressively responsible professional software-development experience.
• Demonstrated professional expertise developing, maintaining, testing, troubleshooting, and supporting production Python and Django applications, including secure, database-driven web applications and modern front-end technologies.
• Experience designing, querying, and optimizing applications that use Microsoft SQL Server, MySQL, PostgreSQL, or other relational database platforms.
• Experience integrating systems through APIs, scheduled processes, authentication and role-based access controls, imports and exports, file exchanges, webhooks or similar methods.
• Experience integrating web applications with analytics, reporting, business-intelligence, or embedded-dashboard platforms, including secure user access and troubleshooting.
• Experience using Git, code review, automated testing, and production release practices, including coordination with infrastructure or cloud administrators.
• Experience assuming ownership of inherited applications, data environments, and integrations; planning their maintenance, modernization, replacement, or integration; and providing sustained technical direction and mentoring.
• Relevant education and experience may be substituted as appropriate.

Preferred Qualifications

• Experience integrating applications with Qualtrics through its APIs and with relational databases such as Microsoft SQL Server, MySQL, PostgreSQL, or comparable platforms.
• Experience working with vendors or managed-service providers, including technical escalation, acceptance review, knowledge transfer, and coordination.
• Experience modernizing or integrating applications within a mixed technology environment.
• Experience maintaining architecture, interface, deployment, and operational documentation; applying web accessibility standards; and using application monitoring and structured logging.

Salary Range

Salary Range $85,000 + depending on qualifications

Working Conditions

Typical office environment, use of manual dexterity, repetitive use of a keyboard at a workstation, pushing, pulling and moving up to 50 pounds.

Work Shift

Occasional schedule flexibility may be needed to support production releases, time-sensitive survey operations, or critical system issues.

Employment Eligibility

Regular staff who have been employed in their current position for the last six continuous months are eligible for openings being recruited for through University-Wide or Open Recruiting, to include both promotional opportunities and lateral transfers. Retirement Plan Eligibility

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
