Job description

This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of and skill in interpreting, explaining, and applying aviation management policies, and procedures as they relate to weapon employment and systems, automated flight, and training records.

OR EDUCATION:

Applicants must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field that demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION:

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• 1. In-depth knowledge of administrative and military personnel policies, procedures, Reservemission, trainingmethods and programs, rules, guidelines, and instructions.
• 2. In-depth knowledge of the automated systems, personal computers, hardware, and software.
• 3. Ability to analyze data/products.
• 4. Ability to plan, organize and and direct the functions and staff of an organization; communicateeffectively withdiverse groups of individuals, both orally and in writing.
• 5. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity.
• 6. Knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission.
• 7. Knowledge of administrative processes and procedures.
• 8. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
• 9. Knowledge of training goals and objectives to assist in the management and implementation of training goals for the CSS personnel.

Other significant facts pertaining to this position are:

• 1. Incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not toexceed30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends.
• 2. The incumbent may be required to fly in military or commercial aircraft to perform temporary duty(TDY)assignments.
• 3. Must be able to obtain and maintain a Secret security clearance.
• 4. Performs other related duties as assigned.

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
