US Architect of the Capitol seeks a Management and Program Analyst (Policy Analyst) to lead HR policy analysis, governance, and advisory work supporting the agency's mission on Capitol Hill.

You will conduct research, draft position papers, evaluate legislation impact, maintain relationships with leaders and staff, develop briefing materials, and deliver presentations and trainings to senior leadership to foster understanding and adoption of policy recommendations.

The Architect of the Capitol (AOC) has an exciting opportunity for an exceptional leader to be its next Management and Program Analyst (Policy Analyst).

The AOC is a Legislative Branch agency responsible to the U.S. Congress for the maintenance, operation, development and preservation of the United States Capitol complex. As a global destination for thousands of visitors, Capitol Hill intersects history, architecture and art with the birthplace of our nation’s laws.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience

is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes:

  • Drafting, developing and maintaining policy governing a broad range of HR programs and services addressing the needs and challenges of an organization.
  • Providing advisory services on issues requiring substantial human resources policy interpretation by evaluating policy and legislation and monitoring the effect that these policies have on the mission of an organization.
  • Conducting research and fact finding to develop position and issue papers on HR matters of critical importance to an organization.
  • Maintaining relationships with leaders, managers, employees and officials on matters related to the organization’s role in implementing human resources policies in support of the mission.
  • Application of written and oral communication techniques sufficient to develop and deliver presentations briefings, training, reports, and correspondence to senior leadership, management, peers and employees to foster understanding and acceptance of policy recommendations.
  • Facilitation of ongoing training and formalized instruction to ensure policies are communicated, monitored and enforced.
