Job description

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Buffalo Field Office, located in Buffalo, New York.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Identifying requirements and developing statements of work, processing bid questions, and coordinating requests for proposals;
• Managing the work of maintenance, repair, and operations functions with a variety of vendors and service providers across various trades or technical disciplines;
• Serving as the liaison with contractors and facility occupant representatives to respond to questions, recommendations, or to resolve any relationship problems or conflicts;
• Reviewing all project documents for completeness and accuracy and are usable for executive decision making and external reporting;
• Researching and analyzing long-range needs and critical problems for facilities programs and operations, such as analyzing damages created by natural disasters to assess needed repairs, construction, or rehabilitation projects.

You must:

• Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
• Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/21/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
