Job summary

Bonneville Power Administration is seeking a Management and Program Analyst to apply analytical methods to optimize automated information processes and support the Transmission Engineering community. You will lead the BPA Submit Team, manage system and process improvements, and coordinate with IT and business units to prioritize initiatives.

Duties

As a Management And Program Analyst, You Will

  • Perform a variety of work involving applying analytical processes to the planning, design and implementation of new and improved automated information processes to meet the business requirements.
  • Lead and/or functions as an expert for the BPA Submit Team and manages system and process improvement projects in conjunction with business interests and IT.
  • Develop strategies and formulates requirements for data management and utilization for the Transmission Engineering user community
  • Identify and coordinates the resolution of administrative issues associated with non-CFTE management requirements. This includes performing as a Contracting Officer Representative (COR).
  • Act as a strategic partner between the user community and IT and works with IT and business managers to effectively prioritize process improvement areas.
  • Oversees subordinate workload as well as CFTE work deliverables to ensure alignment to BPA process, contracting requirements and issue resolution activity.
  • Coordinate with Transmission Program Analysts to insure that forecasted expenditures associated with various contract services are identified in a timely manner.

Conditions of Employment:

  • Selectee must obtain and maintain FAC-COR (Contract Officer's Representative) certification at the level appropriate to assigned contracts.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience is defined as:

1) Served as the analyst or technical lead to develop strategies and policies to improve program delivery. 2) Formulate actionable recommendations that drove strategic and operational program initiatives. 3) performing activities similar to that of a Contracting Officer Representative (COR).

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
