Job summary

USDA Rural Development in Wisconsin’s State Office seeks a Management and Program Analyst to oversee a full range of administrative and business management functions in support of the Rural Development Mission.

The incumbent coordinates efforts, analyzes data, maintains spreadsheets and presentations, and supports travel and time/attendance tasks across the office to advance program goals.

Qualifications

  • One year of specialized experience at or equivalent to the GS-07 level; or Master's or equivalent graduate degree; or 2 years of progressively higher graduate education; or LL.B./J.D. if related.
  • For GS-11, one year of specialized experience equivalent to the GS-09 level; or Ph.D. or 3 years of progressively higher level graduate education; or LL.M. if related.
  • To be considered for the GS-0343 series, meet OPM qualification standards by closing date.

  • Provide oversight and coordination of a full range of administrative and business management functions.
  • Assist with information technology management, travel arrangements, time and attendance, and preparing written correspondence.
  • Assist in developing strategic vision for annual goals and long-range plans for operations across organizational units.

Job description

This position is located in the Wisconsin State Office in USDA/Rural Development (RD). This incumbent serves as a Management and Program Analyst providing oversight and coordination of a full range of administrative and business management functions in support of the Rural Development Mission.

THIS VACANCY IS OPEN TO CURRENT EMPLOYEES OF USDA, RURAL DEVELOPMENT ONLY.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time In Grade:

Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS-09 level:

Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07 grade level; or its non-Federal equivalent that demonstrates: experience assisting with gathering, analyzing and evaluating on a quantitative or qualitative basis in meeting established goals and objectives; assisting with participating in the analysis of goal achievements using various information systems; assisting in analyzing various administrative management and program support related data to determine efficiencies, historical trends, and weaknesses; assisting with maintaining spreadsheets, graphs, presentations, etc. of statistical data and related material for explain complex situations and relationships; assisting with performing administrative and operational functions within an office; assisting with coordinating a variety of administrative tasks, including but not limited to information technology management, oversight activities, travel arrangements, time and attendance and preparing written correspondence; Or Master's or equivalent graduate degree Or 2 full years of progressively higher level graduate education leading to such a degree Or LL.B. or J.D., if related. Equivalent combination of experience and education are qualifying at this grade level.

For the GS-11 level:

Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level; or its non-Federal equivalent that demonstrates: experience analyzing and evaluating quantitative or qualitative basis, the effectiveness of organizational units in meeting established goals and objectives; researching and investigating new or improved business and management practices for application to agency programs or operations; working with senior analyst on developing strategic vision for annual goals and long-range plans of operations throughout all organizational units; participating in the analysis of goal achievements using various information systems; assisting in analyzing various administrative management and program support related data to determine efficiencies, historical trends, and weaknesses; assisting with maintaining spreadsheets, graphs, presentations, etc. of statistical data and related material for explain complex situations and relationships; performing administrative and operational functions within an office; coordinating a variety of administrative tasks, including but not limited to information technology management, oversight activities, travel arrangements, time and attendance and preparing written correspondence; Or Ph.D. or equivalent doctoral degree; Or 3 full years of progressively higher level graduate education leading to such a degree; Or LL.M., if related. Equivalent combination of experience and education are qualifying at this grade level.

Education Undergraduate and Graduate Education:

Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
