Responsibilities

  • Lead ATGLANT program with 600 personnel across 4 UICs.
  • Provide manpower policy and oversight in support of operational requirements.
  • Develop MAAR program evaluation plans, procedures and oversight.
  • Evaluate the effectiveness of ATGLANT training programs and procedures.
  • Assess changes in mission procedures based on NTAs, FTC and SFTRM analyses.
  • Evaluate shipboard training programs across logistics, navigation, seamanship, combat systems, and aviation domains.
  • Present recommendations to ATG leadership to improve effectiveness and productivity.
  • Recommend corrective actions and track them to completion.
  • Provide a full range of administrative and management services for planning, programming, and budgeting.

Duties
  • You will provide leadership and oversight to the major Afloat Training Group Atlantic (ATGLANT) program of military and civilian personnel manning for 4 UICs with approximately 600 personnel.
  • You will be a manpower subject matter expert and provides policy and manning/personnel oversight in direct support of operational mission requirements.
  • You will develop program evaluation plans, procedures, and methodology through ongoing, active oversight and analysis of the established Afloat Training Group (ATG) end-to-end process improvement framework, known as the MAAR program.
  • You will be responsible for assessing the effectiveness of ATGLANT's training programs, policy and objective formulation, planning and appraisal of training methodologies, processes and procedures.
  • You will analyze and evaluate proposed changes in mission and operating procedures based on front-end analysis of Navy Tactical Tasks (NTAs), Fleet Training Continuum (FTC) and Surface Force Training and Readiness Manual (SFTRM).
  • You will evaluate the effectiveness, efficiency and productivity of shipboard training programs across the spectrum of ATGLANT mission areas, including logistics, navigation, seamanship, combat systems engineering, and aviation domains.
  • You will develop and present to senior ATG leadership, recommendations and courses of action to improve the effectiveness, efficiency and productivity of the identified mission areas.
  • You will recommend corrective actions to identify problems in the form of policy or procedural changes and track corrective actions assigned by the Commander through to completion.
  • You will provide a full range of administrative and management services and advice to all departments and subordinate activities for purposes of planning, programming, and budgeting.
Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Some slight physical effort may be required: walking, stooping, bending, or carrying a computer and documents from one location to another.
  • Incumbent may occasionally visit off site facilities and go onboard naval ships
  • Some work sites may require the wearing of appropriate safety equipment.
  • Incumbent is required to perform assigned duties at a variety of job sites within the commuting area.
  • It is the incumbent's responsibility to individually transport in an expeditious manner between job sites in the local area. Reimbursement of costs in accordance with Joint Travel Regulations.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • Travel may be by commercial (air, rail, POV, etc.) or government-operator (military aircraft, vessels, or vehicle) or government-chartered carriers.

Your Resume Must Also Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-12 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following

  • Experience performing as a recognized Subject Matter Expert (SME) and technical authority in military and civilian manpower, personnel, training, and equipping (MPTE).
  • Experience advising in the central development, planning, and execution of strategic operations.
  • Experience integrating multiple manning solutions to achieve broader command mission goals.
  • Experience analyzing complex manpower data to provide actionable policy recommendations and authoritative advice to senior leadership.
  • Experience managing command administration functions and successfully interacting with external organizations and agencies to resolve complex manning and administrative issues.
