Job Description

To lead, facilitate, and conduct advanced, complex, and often difficult organizational, operational, and performance related studies, economic analyses, and projects with statewide impact and of a sensitive nature.

How you will contribute
  • Business Plan Support: Lead, facilitate, or conduct internal and external group workshops and meetings with statewide impact. Develop methodologies and work plans, alternatives and solutions, and prepare comprehensive reports and presentations based on analyses. Lead and direct activities, programs and projects associated with the implementation of VDOT's Business Plan. Propose and coordinate strategies for meeting stated Purpose, Mission, Goals and Values. Analyze performance measurements, targets and reporting methodology. Ensure VDOT direction and policies are incorporated into organizational performance, workforce planning, resources planning and individual performance planning. Propose and implement solutions to impediments to expected outcomes.
  • Documentation: Develop or oversee the development of VDOT wide studies and position papers, draft policies, regulations and legislation. Facilitate groups, set methodology, conduct research and develop recommendations. Analyze, assemble and present findings. Serve as VDOT liaison with interagency policy study teams and represent VDOT positions. Review and evaluate analyses of VDOT operations conducted by internal and external VDOT entities. Prepare sensitive responses for VDOT Commissioner and Cabinet Secretary, or on their behalf, to be submitted to other branches of state government.
  • Operational Process Analysis: Lead and conduct business process re‑engineering studies and documentation efforts to determine areas for continuous improvement. Conduct research, analyze performance measurements, evaluate targets and reporting methodology. Leverage data and analytical tools to develop insights and optimize operational/resource effectiveness. Ensure results of analysis are communicated to the applicable stakeholders and recommendations are brought forward for consideration and implementation. Conduct value assessments of proposed IT projects and other project solutions to identify cost savings resulting from implementation of the proposed project.
  • Program Analysis: Manage, conduct, and lead complex and unusually difficult analyses and studies to include policy analysis, evaluation and development of recommendations, procedures, regulations, legislation, and organization‑wide studies. Conduct analysis and review of assigned programs to determine areas for improvement. Ensure results of analysis are communicated to the applicable stakeholders and a recommended plan of action to address any concerns are brought forward for consideration and implementation.
  • Program Management: Assist leadership with managing process documentation and requirements for IT Requests. Meet with customers to elicit system and software requirements utilizing various techniques such as interviews, brainstorming, document analysis, focus groups, observations and prototyping.
  • Project Management: Develop study methodology, project objectives, execution plans, and final products including presentations. Ensure project quality deliverables, and deadlines meet both client and management expectations. Manage and lead change management assignments, ensuring a systematic approach using a change management model.
  • Special Projects: Work with Division leadership on special projects that may be sensitive, complex, and have an agency wide impact.
  • Training: Attend and participate in all mandatory and required training classes, seminars or conferences. Develop and deliver training to the Division or external customers as required.

  • Skill in facilitating small and large groups with a variety of customers.
  • Skill in in strategic consulting and preparing executive level reports with recommendations.
  • Skill in leading change management initiatives.
  • Skill in managing projects.
  • Skill in the use of computers and software applications to include word processing, spreadsheets, presentations, databases, and process mapping.
Additional Considerations
  • A combination of training, experience, or education in Industrial Engineering, Economics, Statistics, Public Relations or related field desired.
  • Certification in Six Sigma and Organizational Change Management.
  • Experience implementing systems and software solutions.
  • Experience with data analysis, database management or mining.
  • Experience working with or developing solutions through Power BI tools, Power Apps and Power Automate.
  • Progressively responsible experience with business information systems and requirements gathering.
