Summary Statement

As a Management Analyst II, you will be responsible for collecting and analyzing statistical data for studies of the management and operational programs as well as policies and procedures for the Division of Services for Aging and Adults with Physical Disabilities. Duties include creating and maintaining Excel spreadsheets, determining cost efficiencies, corrective actions, and ensuring compliance with goals and objectives. You will also identify and develop solutions to problems and make recommendations to management with supporting data and documentation.

Essential Functions
  • Interview agency staff, observe work processes and gather data relating to operational and managerial practices and procedures for evaluating services provided and determining compliance with goals and objectives.
  • Conduct statistical analysis and interpretation of collected data relating to policies, procedures, organization, managerial and operational practices; define and make recommendations for correcting problems.
  • Analyze data gathered and develop solutions or alternative methods of proceeding.
  • Analyze and evaluate the effectiveness of operations in meeting established goals and objectives.
  • Provide technical assistance in understanding and developing management objectives and controls for resolution of issues and concerns.
  • Study pertinent background material such as legislation, administrative orders and regulations.
  • Recommend and assist in implementing new techniques or procedures to improve methods of operations, strengthen controls, and effectively utilize resources.
  • Document findings of studies and prepare recommendations for implementing new systems, procedures, or organizational changes.
  • Supervise administrative support and/or paraprofessional staff; supervision exercised over at least two merit full‑time positions per the Merit Rules. Elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, and recommending hire/fire and discipline.
Job Requirements
  • Six months of experience conducting studies that include evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, and compliance with laws, rules, regulations, policies and procedures.
  • Six months of experience with descriptive statistics such as mean, median, mode or standard deviation.
  • Six months of experience interpreting laws, rules, regulations, standards, policies and procedures.
  • Six months of experience in narrative report writing.
  • Knowledge of study design, including determining goals and objectives, information needed, data sources, sampling and collection methods.
  • Knowledge of making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
  • Knowledge of inferential statistics such as correlation, t‑tests, f‑tests or analysis of variance.
