Job description

The DHS Countering Weapons of Mass Destruction Office (CWMD) works to prevent attacks against the United States using a weapon of mass destruction (WMD) through timely, responsive support to operational partners. (CWMD) leads DHS efforts and coordinates with domestic and international partners to safeguard the United States against CBRN and health security threats. Strategic goals include:

  • Anticipate, identify, and assess current and emerging WMD threats.
  • Strengthen detection and disruption of CBRN threats to the homeland.
  • Synchronize homeland counter-WMD and health security planning and execution.

Role Description:

Noblis seeks a Program Associate to support DHS CWMD decision makers on national-level policy development and coordination on WMD; health security; food, agriculture, and veterinary defense; and related matters.

If you are interested in this exciting opportunity to help develop and advance DHS’s approach to countering WMD, we seek personnel possessing the experience, vision, commitment and integrity to successfully support the strategic goals of DHS CWMD. Responsibilities include:

  • Employing process improvement, and reengineering methodologies and principles to conduct process modernization projects.
  • Briefing key CWMD staff on program and product advancement.
  • Surveying stakeholders for requirements and user satisfaction with delivered outputs.
  • Leading planning and execution of knowledge transfer efforts to include group facilitation, interviewing, and training.
  • Coordinating multiple project teams to ensure enterprise-wide integration of management efforts.
  • Applying appropriate management analysis processes, modeling and simulation tools, and technical techniques to strategically assess program progress.
  • Provides daily supervision and direction to personnel performing management analysis tasking.
Qualifications

Required Qualifications:

  • Top Secret clearance with SCI Eligibility required.
  • B.S. or B.A. degree with 0 - 3 years of performing management analysis.
  • Management analysis experience in areas such as business process reengineering, Configuration Management, Quality Control/Quality Analysis, organizational performance assessments, mission analysis, and strategic analysis.
  • Strategic assessment experience.
  • Demonstrated ability to deliver process improvements.
  • Excellent communication to include technical writing and editing, oral communication, organization, critical thinking, and interpersonal and customer service skills to engage stakeholders and PMs.
  • Ability to plan individual efforts and follow through to completion.
  • Ability to multi-task and respond to quick turn-around requests.
  • Competence to function efficiently in a fast-paced, demanding work environment.
  • Flexible and readily adaptable to change.
  • Willingness to complete a wide variety of tasks especially during an event; everything from very technical to some basic tasks.
  • Can obtain DHS suitability.

Desired Qualifications:

  • Demonstrated knowledge of biosurveillance and chemical detection programs and/or counter chem/biological threat efforts.
  • Experience with Earned Value Management.

Please note: Due to the classified nature of this work, this role will require being on-site at the DHS St. Elizabeth's campus location during some office hours during the week.
