Qualifications

  • Monitor reimbursement requirements and audit requests with federal, state, and local agencies.
  • Oversee the incident reimbursement tracking system.

Job description

San Bernardino County Fire Protection District is recruiting for a Management Analyst to perform complex financial data collection and analysis to assist management in developing business operations and strategies to achieve overall business goals and continuous improvement in County Fire safety services throughout the County.

The current vacancy will focus on grant management and incident reimbursement. The incumbent will be responsible for tracking, validating, and processing financial claims related to incidents and grants, ensuring costs are accurately documented, reimbursed, and reported in accordance with applicable policies, regulations, and requirements. The position will also serve as a liaison with state, federal, and local agencies regarding reimbursement requirements, documentation standards, compliance, and audit requests. This recruitment may be used to fill future vacancies as they occur throughout County Fire.

  • Preparing, submitting, and tracking grant applications, including developing budgets, cost justifications, narratives, and supporting documentation necessary to secure and administer funding.
  • Preparing and analyzing budgets and cost allocations.
  • Applying resource utilization and fiscal control procedures.
  • Preparing and reviewing federal, state, and/or non-profit grant application proposals; assisting groups or departments in developing grant proposals; interfaces with governmental groups regarding requirements for obtaining funds; monitoring implemented grants to verify compliance with operating and administrative objectives; and preparing and reviewing grant reports.
  • Analyzing proposed and existing legislation and interpreting implications on operations and cost to organization affected.
  • Oversees the Fire District’s incident reimbursement tracking system.

CONDITIONS OF EMPLOYMENT

  • At-Will Status: This is an exempt position. Individuals in the Exempt group are Unclassified, do not attain regular status, and serve at the pleasure of the appointing authority.

EDUCATION AND EXPERIENCE
  • Education: A Bachelor's degree from an accredited college or university in public or business administration, healthcare administration, human resources, emergency management statistics, finance or accounting, or other relevant field of study.
  • Experience: Option 1: Two (2) years of progressively responsible professional experience performing duties related to incident reimbursement, grant management, procurement, or financial compliance, including responsibility for developing, administering, or monitoring grants.
  • Experience: Option 2: Three (3) years of professional level administrative experience primarily performing analytical duties in a combination of areas that include: budget/fiscal management, budgetary forecasting, financial analysis and/or accounting. Experience must include conducting financial studies, data analysis, or statistical analysis.

Applicants with an equivalent combination of education and experience commensurate with the responsibilities of the position may be considered.

The ideal candidate will have experience in incident reimbursement, grants management, financial analysis, budgeting, auditing, and compliance, with strong proficiency in Microsoft Excel and grant management systems. Knowledge of MARS, procurement processes, and applicable federal, state, and local requirements is highly desirable. At least one (1) year of experience in a supervisory or management role is highly desirable. Experience in Fire/EMS, emergency communications, or local government is desirable.
