Job summary

City of Port Orange is seeking a semi-skilled grounds maintenance worker to maintain city property grounds and assist with related tasks. The role involves mowing lawns, trimming beds, pruning shrubs, spraying chemicals, and basic repairs.

The employee will operate various maintenance equipment and support irrigation work. This position is part of the City’s Emergency Management Team and may involve assignments during emergencies.

Qualifications

  • High school diploma or GED is required.
  • Two years of related experience and/or training, including experience operating maintenance equipment.
  • Valid Florida Driver’s License must be held.
  • Knowledge of tools, methods, materials and equipment used in maintenance work.
  • Ability to read, analyze and interpret work-related documents.

Responsibilities

  • Mow lawns and athletic fields, trim walks, flower beds, and walls; prune shrubs and trees.
  • Spray herbicides and insecticides; fertilize and rake as needed.
  • Clean grounds and remove litter; plant and water greenery.
  • Repair fences, gates, walls, and walks; paint fences and outbuildings.
  • Pour new sidewalks and streets; operate mowing, truck, tractor and other equipment.
  • Perform irrigation maintenance and repairs; identify pipe specs.
  • Repair and maintain streets or facilities such as sports fields or playgrounds.
  • Attend work promptly and regularly; perform related duties as required.

Job description

Position Objective

This is a semi-skilled manual labor position. This position is responsible for maintaining grounds of City property. See addendum for additional specific departmental duties.

Essential Functions
  • Perform landscaping tasks such as mowing lawns or athletic fields, trimming and edging walks, flower beds, and walls, pruning shrubs and trees, spraying herbicides and insecticides, fertilizing and raking.
  • Clean grounds and remove litter.
  • Plant and water grass, flowers, trees, and shrubs.
  • Repair structures such as fences, gates, walls, and walks.
  • Paint fences and outbuildings.
  • Pour new sidewalks and streets.
  • Operate various motorized equipment such as mowing equipment, trucks, tractors, 5 yd dump trucks, etc.
  • Perform irrigation maintenance and repairs such as cleaning out drainage ditches and culverts, installing plumbing, storm drainage lines or sprinkler systems, identifying pipe specifications, etc.
  • Repair and maintain streets or facilities such as sports fields or playgrounds.
  • Perform other semi-skilled and unskilled labor such as basic carpentry, electric, roofing and plumbing repairs.
  • Provide routine and basic maintenance and repair to small equipment.
  • Attend work promptly and regularly.
  • Perform related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.

This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal regular salary shall be outlined by the City Manager in the City’s Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City’s Emergency Management Director or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.

Education And Experience
  • High school diploma or general education degree (GED).

Plans 1-3 FHCP

Plan 1, FHCP HMO, offers $0 premium cost for employee-only coverage with in-network benefits.

Plan 2 is a FHCP HMO with differing deductibles and plan structure with in-network benefits.

Plan 3 is a FHCP High-Deductible Plan, with local in-network coverage with $0 premium for employee-only coverage.

Plan 4 is a Florida Blue High-Deductible Plan, with national in-network coverage and $0 premium for employee-only coverage.

Plans 1 and 2: FLEXIBLE SPENDING ACCOUNT (FSA)

The City offers the option for these tax-advantaged healthcare savings accounts for eligible employees enrolled in Plans 1 or 2. This debit card may be used for paying eligible medical, dental, or vision expenses.

Plans 3 & 4: HEALTH SAVINGS ACCOUNTS (HSA)

The City offers the option for these tax-advantaged healthcare savings accounts for eligible employees enrolled in Plans 3 or 4. This debit card may be used for paying eligible medical, dental, or vision expenses.

DENTAL INSURANCE

MetLife offers a PPO for individual and family coverage.

VISION INSURANCE

The vision provider is MetLife. Two plans are offered, a standard plan and a high plan.

EMPLOYER-PAID BASIC GROUP LIFE AND AD&D INSURANCE

The City of Port Orange offers 1x salary for Life and AD&D coverage for all general employees at no cost.

OPTIONAL SUPPLEMENTAL GROUP LIFE AND AD&D INSURANCE

The City offers the opportunity to purchase additional life insurance coverage for self, spouse, and child(ren).

Aflac Voluntary Benefits

AFLAC offers a variety of coverages for voluntary election, including critical illness, cancer, term life and whole life, and more.

Benefits Effective Date

Medical, dental and vision benefits are effective the first of the month following 30 days of employment.

RETIREMENT

The City offers excellent opportunities for retirement savings, including the opportunity for a 13% employer contribution to the general employee retirement savings plans. Mission Square is our retirement plan administrator.

401(a) - The City offers a defined contribution program 401(a). All regular employees (not covered by collective bargaining agreements) are automatically enrolled. The City contributes ten percent (10%) of annual eligible earnings to the general employee’s retirement.

457(b) - The City also offers a voluntary 457(b) plan. Eligible employees who contribute six percent (6%) are eligible for an employer match of an additional three percent (3%) which will be deposited into their 401(a), for a total employer contribution of 13%.

Roth – Employees may voluntarily contribute to a Roth (post-tax) retirement savings plan.

Pension Plans: Police and Fire employees are covered by pensions as specified in their respective collective bargaining agreements, and are not 401a participants. Fire and Police employees may voluntarily participate in the voluntary 457(b) plan and Roth accounts, but are not eligible for an employer match.

PAID TIME OFF

The City offers regular full-time employees generous annual paid time off (PTO), with time accruing monthly and 225 hours earned in the first year (prorated if less than 12 months employed). Time earned increases with service time.

Police and Fire employees receive time off benefits according to their collective bargaining agreements.

HOLIDAYS

The City celebrates 13 paid holidays every year.
