The City of Covina seeks a Maintenance Worker I to join the Public Works Department. This entry-level position involves performing a variety of maintenance tasks under supervision, operating essential equipment, and ensuring safety while completing duties. Opportunities for both full-time and part-time roles are available, contributing to local infrastructure upkeep.
The City of Covina is now accepting applications for the position of Maintenance Worker I (FT/PT) in the Public Works Department.
This recruitment will be used to establish an Eligibility List, which can be used to fill both Full-Time and Part-Time positions as they become available.
The current vacancies are for two positions: 1 part-time and 1 full-time.
DEFINITION:
Under general supervision, performs a variety of unskilled routine or semi-skilled maintenance work, and operates a variety of equipment in the construction, repair, maintenance, and replacement of City infrastructure and related systems; operates trucks, equipment, power and hand tools; demonstrates an understanding of all applicable policies, procedures and work methods associated with assigned duties, performs other related duties as required relative to assigned area of responsibility. Incumbents are assigned to one of three areas in the Streets Division: Streets and Tree Maintenance, Hardscape and Special Projects, or Sewer Maintenance and may be rotated through the assignments at the supervisor’s discretion.
DISTINGUISHING CHARACTERISTICS:
The Maintenance Worker I is the entry level position in the Maintenance Worker series. This class is distinguished from the Maintenance Worker II by the performance of the more routine tasks and duties assigned to employees. Since this class is typically an unskilled class, employees may have only limited or no direct related work experience.
The Maintenance Worker II is the journey level class in this series. Advancement to the “II” level is based on demonstrated proficiency in performing the full range of assigned duties, and is at the discretion of higher level supervisory or management staff. Under immediate supervision, incumbents perform the full range of assigned duties to this class. Incumbents in this classification shall be available to work standby or work overtime in accordance with the AFSCME MOU, and respond to after-hours calls as needed. May be assigned to other public works divisions for maintenance work.
Level I (entry): Incumbents may perform many of the duties required of the positions at level II, but are not expected to function at the same skill level and exercise little independent discretion and judgment in matters related to work procedures and methods. Work is closely supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedure are explained in detail as they arise.

Job duties depend on the assigned area of responsibility. Incumbents in this job classification are required to satisfactorily perform all duties in this job classification, no matter where they are assigned.
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
Physical
Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision and hearing within normal audio range with or without correction when performing work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 60 pounds or more is also required.
Mental
Operations require almost continuous attention. Employees are required to use written and oral communication skills, read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; work under deadlines with constant interruptions; and interact with City management, staff, the public and others encountered in the course of work.
Environmental
The incumbent may use chemicals and lubricants which may expose the employee to fumes, dust and air contaminants, and be exposed to mechanical and biological hazards. The nature of the work may also require the incumbent to climb ladders, work at heights over 10 feet, work in confined spaces, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, and work in heavy vehicle traffic conditions. The employee regularly works in outside weather conditions and near moving mechanical parts. The employee frequently works in all weather conditions, including wet, hot and cold, and is frequently exposed to vibration and street/road traffic. Exposure to smoke, fumes or airborne particles, gas, treated water, high frequency noise, dirt, dust, grease, oil, chemicals, solvents and toxic agents.

Education and/or Experience :
Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Maintenance Worker I. Typically, graduation from high school, or equivalent, supplemented by related college level course work, and six months of experience in general construction and maintenance or repair work.
License/Certificates :

Knowledge of :
The common tools, power equipment and materials, including Loader, Vactor Truck, Backhoe, etc. used in street, sewer, and public works maintenance; techniques and materials used in the maintenance and repair of streets, gutters, sidewalks, storm drains, sewers and related facilities; operations and maintenance of a wide variety of construction hand and power tools and equipment;mechanical ability and comprehension;safe work methods and safety regulations pertaining to the work, including OSHA; proper placement of cones, barricades and warning devices and directing traffic flow at job sites.
Ability to :
Use motorized vehicles and equipment including dump truck, pickup truck, utility truck, tamper, plate compactor, saws, pumps, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, ditch witch; Understand and follow oral and written directions and rough working diagrams; to work effectively in a small group or alone, and without continuous supervision; get along well with the public;learn to and operate a variety of vehicular and mechanical equipment in a safe and efficient manner; learn safety operations and traffic flagging; perform heavy physical labor; exercise independent judgment and initiative within established guidelines without close supervision.
Skill to :
Safely and effectively operate a variety of vehicles, construction equipment and power and hand tools used in street and sewer maintenance and repair.

Advancement within the classification :
Incumbents working in the Maintenance Worker series may advance to the “II” level at the discretion of the department director based on departmental criteria and City procedures.
