Job summary

High Point Housing Authority is seeking a Maintenance Technician III to lead the maintenance crew at a residential cluster. Qualifications

  • Associate degree in building science, engineering, or closely related field.
  • Five (5) years of building or apartment maintenance work, including two (2) years of advanced maintenance experience.
  • Equivalent combination of education and experience may be considered.

Responsibilities

  • Coordinate the work of a maintenance crew if directed by the Property Manager.
  • Complete work orders to repair housing units efficiently.
  • Prepare work orders from resident calls and maintain related records.
  • Review and complete work order forms.
  • Inspect grounds, works-in-progress, and completed work to ensure standards.
  • Ensure maintenance staff are trained as directed and report needs to PM.
  • Assist in procuring outside contractors and set project priorities.
  • Participate in annual unit inspections for preventive/restorative repairs.
  • Inspect vacated apartments and inform manager of status.
  • Perform electrical, plumbing, carpentry, and preventive maintenance tasks as needed.
  • Maintain inventory of equipment, tools, and parts.
  • Perform other duties as assigned.

Position Title: Maintenance Technician III
Department: Public Housing

SUMMARY

The purpose of the Maintenance Technician III is to lead the maintenance crew of a residential cluster at the High Point Housing Authority ("HPHA" or "Agency"). Crews are involved in the troubleshooting, repair, and/or replacement of structural, plumbing, and other components of the housing units, including some painting and routine and preventive maintenance. Recommends to the Property Manager ("PM") when outside contractors are required. Maintains records and prepares reports in accordance with regulations. The position requires on-call duty to include varying hours, holidays, and night calls.

All activities must support the Agency’s strategic goals and objectives and produce results that accomplish the goals of the Asset Management department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Coordinates the work of a maintenance crew if, and as, directed by the Property Manager.
  • Completes work orders in order to efficiently make repairs to housing units.
  • Prepares work orders in response to calls from residents and maintains required records and reports related to site maintenance.
  • Reviews and completes work order forms.
  • Inspects grounds, works-in-progress, and completed work to ensure that it complies with established standards.
  • Ensures that maintenance personnel are properly trained, as directed by the Property Manager, by monitoring the progress of new hires, ensuring that existing employees receive training on new regulations, and procedures by reporting any needs/deficiencies to PM, as applicable.
  • Performs maintenance tasks and provides PM with recommendations, as needed.
  • Assists in the procurement of outside contractors when necessary, and helps establish general guidelines and priorities in the contractor projects.
  • Participates in the annual inspection of units to determine the need for preventive and/or restorative repairs.
  • Conducts regular inspections of units to determine needs for maintenance of any aspect of housing units, including major equipment.
  • Makes recommendations for changes in policies and procedures in response to changing conditions, requirements, regulations, and/or technology.
  • Inspects vacated apartments, completes make-ready list, and informs manager of status.
  • Performs a wide variety of electrical, plumbing, carpentry, and preventive maintenance tasks, as needed.
  • Regularly conducts inventory of equipment, tools, parts, and supply of materials.
  • Performs other duties as assigned.
QUALIFICATIONS

  • Knowledge of the HPHA policies and procedures as are relevant to the performance of the essential duties above.
  • Knowledge of HUD regulations regarding housing quality standards and other maintenance related standards.
  • Knowledge of the physical layout of the site properties.
  • Knowledge of building and grounds maintenance, including standard practices, methods, tools, and materials, of plumbing, HVAC, painting, carpentry, and grounds keeping.
  • Knowledge of safety rules, including accident causation and prevention.
  • Knowledge of occupational hazards and appropriate safety precautions.
  • Knowledge of state and local building codes and standards as they relate to electrical work.
  • Ability to analyze information from inspections in order to determine the maintenance needs, and the quality of maintenance services provided.
  • Ability to develop plans and procedures for efficient and timely completion of work.
  • Ability to maintain records in an orderly fashion.
  • Ability to drive a pickup truck and van.
  • Ability to establish and maintain effective working relationships with supervisor, co-workers, residents, contractors, and the general public.
Education and/or Experience

Associate degree in building science, engineering, or closely related field, Five (5) years of building or apartment maintenance work, which includes two (2) years of advanced maintenance experience. An equivalent combination of education and experience may be considered.
