Duties

Serves as the supervisor of the Utilities & Structural Services (USS) section of the Maintenance & Repair Shop (M&R) in the Facilities Management Service line at the Manchester, NH Veterans Affairs Medical Center (VAMC). The position provides leadership and supervision to a group of skilled trades employees. The position is responsible for the maintenance, repair, and operation of utility systems that are critical to the therapeutic environment within the VAMC. The focus of the position is on electrical utilities; however, the position also has responsibility for HVAC and water utilities during Weekends, Holidays, Evenings, and Nights (WHEN) hours in support of the HVAC Shop. The position directly oversees the Carpentry, Locksmith, and Painting trades within the VAMC. On occasion, the position will temporarily assume the duties of the HVAC or M&R Shop supervisor(s), as directed by higher authorities.

Major duties and responsibilities include (but are not limited to):

  • Responsible for the maintenance, repair and operation of utility systems.
  • Read electrical or mechanical drawings.
  • Takes initiative to make improvements to the infrastructure, perform preventive maintenance and make repairs.
  • Plans and schedules all work operations of the shop.
  • Using equipment and tools common to the Plumbing trade to accomplish daily work.
  • Using equipment and shop tools common to the HVAC trade to accomplish daily work.
  • Maintains balanced workloads for subordinates and shifts workload for effective and continuing operations.
  • Ensure safety of the hospital campus, employees, patients, and visitors by identifying maintenance and safety issues, correcting when appropriate and being an integral part of the safety management system.
  • Must be familiar with metal work, welding, brazing, soldering, carpentry, painting, electronics and mechanical work.
  • Prepare sketches, schematics, as-built diagrams, labor and material detailed cost estimates and order materials and services.
  • Reviews shop drawings and specifications for construction projects and point out deficiencies.
  • Using equipment and tools common to Medical Gas/Vacuum Systems to accomplish daily work.
  • Laying out and installing valves, traps, and unions needed for proper plumbing systems.
  • Planning and measuring material according to requirements and dimensions outlined in instructions.
  • Planning the materials, tools, and techniques needed and for completing the work.
  • Overseeing the requisition of materials, tools, and equipment as necessary to perform assigned duties.
  • Accomplishing work through economical and efficient use of personnel, equipment, and materials.

Work Schedule: Monday - Friday 7:00am to 3:30pm

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions

Physical Requirements:

Work required for this position requires standing, walking, and/or sitting for long periods of time, climbing up and down stairs and ladders, stooping, bending, and frequently working in cramped and awkward positions. Lift in excess of 40 pounds. Able to wear respiratory protection, eye protection, hearing protection, arc flash protection, and other forms of Personal Protective Equipment as required for individual jobs. Carries out requirements of the campus Lockout/Tagout program and the Permit Required Confined Space Entry program.

Working Conditions

Serves as the primary advisor to the Facility Service leadership on the campus electrical system, as well as on matters of structures, access controls, and finishes. A majority of the employee's time is spent inside; however, on occasion may work outside in cold and inclement weather or in extreme heat. May be exposed to the possibility of cuts, bruises, scrapes, burns and electric shock. May be called upon to work in contaminated and contagious areas or with radioactive or contaminated equipment. Ability to interpret, develop, and carry out responses to findings of Annual Workplace Evaluation, Long Term Care Institute, The Joint Commission, Inspector General Reports, and Environment of Care initiatives.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
