The role emphasizes implementing Maintenance and Utilization modules and converting legacy systems to ELMS M&U, with strong focus on trainings and policy recommendations. Qualifications

• Secret clearance required on day one of performance.

• Minimum 10 years combined experience with DoD or other federal agency in Maintenance Operations, Program Management, Material Management or Logistics.
• Minimum 7 years experience as a government warehouse manager.
• Minimum 7 years in personnel management of teams larger than 20.

Responsibilities

• Plan, coordinate and implement ELMS M&U deployments and sustains ELMS module requirements.
• Plan, coordinate and implement conversion of SOF legacy supply/maintenance apps to ELMS M&U modules.
• Provide logistical and maintenance subject matter expertise on ELMS implementation and policy recommendations.
• Assist in ELMS SCR development, SAT testing, and SCR approval/disapproval support to Government representatives.
• Gain SOCOM ELMS M&U trainer certification and provide classroom instruction and training support.
• Support IO/AIO with coordination and validation of user roles and permissions for M&U access.
• Utilize MS Office Suite to produce workload management and administrative work products.
• Apply interpersonal skills to solve problems in a fast-paced, fluid environment.

Position Overview

The U.S. Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) is responsible for all USSOCOM research, development, acquisition, procurement, and logistics. SOF AT&L works with Government, academia, and industry in meeting its mission to provide rapid and focused acquisition, technology, and logistics support to Warfighters, delivering the most effective capabilities to our Special Operations Forces. The purpose of this contract is to provide contractor support personnel to assist the Acquisition Logistics Directorate (ALD) in implementing and systematically maintaining the Enterprise Logistics Management System (ELMS) Warehouse, Maintenance & Utilization (M&U), Inventory Control Point (ICP), Property Accountability (PA), and Materiel Management modules across all Special Operation Forces’ supply support activities.

Essential Job Function

• Plans, coordinates and implements USSOCOM Maintenance and Utilization (M&U) implementations/conversions. Sustains ELMS module requirements in support of USSOCOM end users.
• Plans, coordinates and implements the conversion of SOF legacy supply and/or maintenance applications to ELMS M&U modules including following steps: (1) validate scope of materiel to be converted, (2) validate the levels of maintenance activities, (3) validate the M&U structure build to user requirements, (4) validate maintenance data loads, (5) coordinate/synchronize M&U activation with supporting repair parts sources (ELMS Warehouse(s), (6) validate product warranty requirements, (7) perform master data validation/reconciliation, and (8) ensure ELMS maintenance.
• Provides logistical, and maintenance subject matter expertise on the implementation of ELMS, including making material maintenance and repair part management accountability policy and procedure recommendations based on system’s functionality.
• Assists in the development, submission, and prioritization of ELMS System Change Requests (SCRs) for ELMS M&U Module system functionality. Provides clarifying feedback to SOCOM Enterprise Division. Participates in the ELMS System Acceptance Testing (SAT) as required, provides technical findings and feedback, and supports SCR approval/disapproval recommendations to Government representatives.
• Gain certification to become SOCOM ELMS M&U trainer. Coordinates and provides ELMS classroom instruction and ad-hoc training support as required.
• Support the ELMS Information Owner (IO) /Assistant Information Owner (AIO) with coordination, and validation of user roles and permissions for M&U access request packages.
• Employs the entire Microsoft Office Suite capability to produce manage workload requirements and provide administrative work products.
• Employs matured interpersonal skills, such as action and solution-oriented approach to problem solving, to support ELMS implementation in a fast-paced and fluid environment.
• Actions the Government’s intent with little to no direct guidance to achieve objectives.
