Job Title: Mainframe Consultant – Healthcare Payer

Location: Columbia, SC (Hybrid)

Role Overview

We are seeking an experienced Mainframe Consultant with deep expertise in Healthcare Payer systems, specializing in IMS, DB2, COBOL, JCL, CICS, and Mainframe-based core administrative platforms.

The ideal candidate will possess both functional and technical understanding of legacy healthcare ecosystems and play a key role in modernization, data migration, integration, and transformation initiatives.

This role requires the ability to bridge business and technology by interpreting complex healthcare payer processes, analyzing legacy data structures, documenting business rules, supporting modernization programs, and collaborating with business, architecture, and data engineering teams.

Key Responsibilities
  • Serve as a subject matter expert for Healthcare Payer business processes and legacy mainframe applications.
  • Analyze and interpret business workflows related to:

  • Benefits and Plan Configuration
  • Authorization and Utilization Management

  • Collaborate with business stakeholders to document and validate business rules embedded within legacy systems.
Mainframe System Analysis
  • Perform comprehensive analysis of legacy mainframe applications and associated databases.
  • Understand end-to-end application architecture involving:
  • IMS DB
  • IMS TM
  • DB2
  • COBOL
  • JCL
  • CICS
  • VSAM
  • Sort Utilities
  • Batch and Online Processing
  • Identify system dependencies, interfaces, business logic, and data flows across applications.
  • Support impact assessments and modernization roadmaps.
IMS & DB2 Functional and Technical Expertise
  • Analyze IMS hierarchical database structures and interpret business relationships.
  • Understand segment layouts, parent-child hierarchies, and complex data associations.
  • Perform DB2 schema analysis and understand relational data models.
  • Map business concepts to underlying IMS and DB2 data structures.
  • Interpret legacy business rules embedded within programs, database schemas, and batch processes.
  • Support extraction and transformation of IMS and DB2 data for cloud, analytics, and modernization programs.
Business Rule Discovery & Documentation
  • Reverse engineer legacy applications to uncover business rules.
  • Create detailed functional specifications and technical documentation.
  • Document:
  • Business rule mappings
  • Source-to-target mappings
  • Process flows
  • Partner with data and business teams to validate findings.
Legacy Modernization & Transformation
  • Support legacy modernization initiatives involving IMS and DB2 platforms.
  • Assess migration readiness and modernization approaches.
  • Provide recommendations for:
  • Data modernization
  • Cloud migration
  • Data lake and lakehouse integration
  • Semantic layer creation
  • API enablement of legacy systems
  • Collaborate with Data Architects and Engineering teams on modernization strategies.
  • Participate in discovery workshops, application assessments, and client discussions.
  • Present findings, recommendations, and solution approaches to business and technical stakeholders.
  • Support proposal development, effort estimation, and modernization planning.
  • Act as a trusted advisor for healthcare payer transformation initiatives.
  • Communicate complex legacy application concepts to modern engineering and business teams.
Data Analysis & Mapping
  • Conduct data profiling and system assessment activities.
  • Perform source-to-target mapping across legacy and modern platforms.
  • Define transformation rules and reconciliation approaches.
  • Support migration and validation activities during modernization programs.
  • Ensure business and data integrity are preserved during transition initiatives.
  • Collaborate with Enterprise Architects and Data Architects to design future-state solutions.
  • Provide insights into legacy application behavior and downstream impacts.
  • Assist in defining integration patterns between mainframe systems and modern platforms.
  • Support semantic modeling, data governance, and enterprise data architecture initiatives.
