Job summary

Dexis is seeking a Monitoring and Evaluation Specialist / Team Lead to guide the CTR Metrics project for the Department of State. You will oversee overall program management, lead a diverse team, and ensure rigorous M&E across CTR programs, with a focus on learning and strategic decision support.

The role emphasizes translating findings into actionable insights for senior leadership and global stakeholders, while fostering team growth and ensuring quality deliverables.

Qualifications

• Bachelor’s degree with 6+ years of relevant experience or Master’s with 3+ years of experience.
• At least 3 years of professional M&E experience.
• Experience designing mixed-methods evaluations (qual and quant).
• Experience developing performance indicators, data instruments, analytic frameworks, and data collection plans.
• Ability to synthesize evidence into concise analytical products for senior policymakers.

Responsibilities

• Serve as ACN Metrics Team Lead; manage project work plans, risks, priorities, and deliverables.
• Coordinate with CTR counterparts to align activities with client priorities.
• Lead portfolio-level monitoring, evaluation, and learning across CTR programs and regions.
• Design and implement mixed-methods research including surveys and interviews.
• Refine performance indicators and data collection tools; validate data quality and analyses.
• Translate findings into actionable insights, recommendations, and decision-support materials.
• Facilitate learning activities translating findings into program adaptation and planning.
