Job summary

Iowa Department of Revenue Lottery Division is seeking a Public Service Manager 2 to lead the Sales & Marketing Bureau in Des Moines and drive revenue growth through innovative go-to-market strategies and strong leadership across a dispersed team.

The role reports to the Lottery Administrator and emphasizes data-driven decision making, stakeholder engagement, and compliance with enterprise controls. On-site with potential remote options as needed.

Qualifications

  • Graduation from an accredited four-year college or university and six years of full-time management-level work in finance, HR, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Ten years of full-time management-level work experience in finance, HR, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Six years of full-time management-level work experience in finance, HR, engineering, law, social work, regulation, data processing, or program research or evaluation; and a combination of four years of education and full-time experience, where 30 semester hours equals one year of experience; graduation from Iowa Certified Public Manager Program equals one year.
  • Four years of full-time management-level work experience in finance, HR, engineering, law, social work, regulation, data processing, or program research or evaluation; and a combination of four years of education and full-time experience; and a combination of two years of graduate-level education and experience in a public-service-related area equals one year.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable position.

Responsibilities

  • Manage the Iowa Lottery Sales and Marketing Bureau by driving performance, overseeing hiring and training, assigning workflow, and assessing performance.
  • Collaborate with executive leadership to build revenue projections, as well as develop and execute growth strategies.
  • Gather, analyze, and compile data needed to identify trends and make recommendations for business actions.
  • Create and manage outreach efforts for current and future retail licensees.
  • Execute “go-to-market” strategies for new products, retail partners, and/or product distribution channels.
  • Support the professional development of a geographically dispersed sales and marketing team, including developing sales strategies and matrixes for analyzing sales performance.
  • Participate in the procurement process and establish and maintain relationships with retail industry C-level executives, third-party vendors, and key stakeholders.
  • Work with internal and external auditors to ensure compliance with enterprise security and fiscal controls.
  • Represent the Iowa Department of Revenue Lottery Division at public board meetings, industry conferences or panels, and quarterly Lottery Board meetings.

The Iowa Department of Revenue’s Lottery Division is currently seeking a Public Service Manager 2 to act as Bureau Chief of Sales & Marketing. The Lottery Division provides responsible entertainment and prizes to the public, generating revenue for state programs, including support for veterans, economic development, law enforcement, education and agriculture.

This position reports to the Lottery Administrator and will be responsible for the Lottery’s business development and sales strategy and objectives, including collaborating on, developing, and executing integrated sales initiatives as well as identifying new opportunities to generate revenue.

In this position you will:

Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • 5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
