City of Rock Hill is seeking an experienced planning professional to support long-range planning initiatives, annexation analyses, and zoning policy reviews. The role emphasizes research, data analysis, and producing clear reports and presentations for city leadership and the public.

Qualifications

• Knowledge of long-range planning principles, annexation laws and processes.
• Ability to prepare and present technical reports and recommendations clearly.
• Ability to use GIS to produce maps and analyze data.
• Remain calm and diplomatic in challenging situations.
• Exercise independent judgment and initiative in assignments.
• Attend occasional evening meetings (generally < 1 per month).
• Engage with diverse stakeholders beyond directive instructions.
• Maintain positive customer-focused relationships with internal and external customers.
• Work is performed onsite; presence required to perform duties.

Responsibilities

• Conducts research and analysis for long-range planning and assists in authoring city plans.
• Assists with obtaining public input through surveys, workshops and engagement.
• Assists with implementation of long-range plans.
• Reviews annexation requests and prepares analyses, maps, and presentations.
• Assists zoning with evaluating rezoning against long-range policies.
• Attends training classes on customer service, planning, engagement and software.
• Performs other duties as needed; city emphasizes equal opportunity employment.
