Job summary

Kymber Consulting Group in Falls Church, VA seeks a Logistics Policy Analyst to codify and disseminate medical logistics policies and SOPs in alignment with DoW and DSCSA requirements.

You will design a SharePoint repository, enforce policy quality gates, map end-to-end workflows with DHA, DLA, and vendors, and support congressional reporting.

The role requires an active Secret clearance, US citizenship, and travel up to 20%.

Qualifications

• Minimum of five (5) years of professional experience in knowledge management, interagency agreement management, or program support within DoD or federal agencies.
• Working knowledge of CUI handling requirements and RBAC principles.
• Excellent written and verbal communication skills, including the ability to brief senior government stakeholders.
• US citizenship and an active Secret security clearance.

Responsibilities

• Draft, review, and update HRP&O logistics policies to ensure strict alignment with DoW instructions, National Security directives, and CUI marking standards.
• Identify, analyze, and resolve contradictory logistics policies across military branches and partner agencies.
• Develop and enforce a standardized taxonomy and scannable templates for all logistics policies and SOPs.
• Design, govern, and maintain the Secure Meds program's authoritative digital repository (SharePoint).
• Enforce quality gates in the policy drafting lifecycle and retire outdated policies as Archived.
• Map, document, and maintain end-to-end logistics workflows across multiple agencies and vendors.
• Establish feedback loops with frontline logisticians and conduct KM audits.
• Provide tasking and correspondence support within ETMS2 and CATMS for SCRM Secure Meds Program.
• Coordinate legislative inquiries and draft Congressional reporting packages.

Job Summary:

The Logistics Policy Analyst is systematically codify, organize, and disseminate medical logistics policies, Standard Operating Procedures (SOPs), and inter-organizational workflows to ensure strict alignment with DoW compliance standards, thereby providing stakeholders with a centralized, intuitive, and actionable repository to execute the Secure Meds Program.

Responsibilities and Duties:

• Draft, review, and update HRP&O logistics policies to ensure strict alignment with DoW instructions, National Security directives, and Controlled Unclassified Information (CUI) marking standards, translate complex federal and regulatory mandates (e.g., FDA’s Drug Supply Chain Security Act [DSCSA]) into actionable DoW logistics doctrine, standard operating procedures (SOPs), and "policy-to-execution" playbooks (to include quick-reference guides, decision trees, and BLUF summaries).
• Identify, analyze, and resolve contradictory logistics policies across military branches and partner agencies (DHA, DLA), serving as the central clearinghouse for joint policy alignment.
• Develop and enforce a standardized taxonomy (e.g., tagging by Class of Supply, Transportation, and Property Accountability) and scannable templates for all logistics policies and SOPs to ensure enterprise-wide consistency.
• Design, govern, and maintain the Secure Meds program's authoritative digital repository (SharePoint) ensuring intuitive navigation, rigorous version control, and an active audit trail of policy updates, waivers, and exceptions.
• Enforce quality gates in the policy drafting lifecycle (requiring pre-defined communication and storage plans prior to signature) and ensure outdated legacy policies are immediately retired, watermarked as "Archived," and isolated to prevent execution errors.
• Map, document, and maintain end-to-end logistics workflows connecting HRP&O, the Defense Health Agency (DHA), Defense Logistics Agency (DLA) Troop Support, and commercial pharmaceutical vendors.
• Shall develop and manage targeted communication pipelines (e.g., automated alerts, monthly logistics digests, or leadership dashboards) to push critical supply chain alerts and policy updates directly to operational units.
• Establish feedback loops with frontline medical logisticians to ensure policies are practical in deployed environments and conduct periodic Knowledge Management (KM) audits to identify and formalize undocumented ("tacit") logistics processes.
• Provide comprehensive tasking and correspondence management support within the Enterprise Task Management Software Solution (ETMS2) and Correspondence and Task Management System (CATMS) in direct support of the Pharmacy Supply Chain Risk Management (SCRM) "Secure Meds Program”.
• Coordinate responsive legislative inquiries and draft mandatory Congressional reporting packages in support of the Secure Meds Program.
• Access Secret-level classified information to conduct policy-level analyses of pharmaceutical supply chain vulnerabilities that identify critical sources, logistical relationships, dependencies, and risks directly impacting product availability and joint force medical readiness.
• Performance of duties will require occasional local travel under 50 miles from the DHHQ/Ft. Detrick or contractor site to the HHS ASPR (Washington, DC), FDA (Silver Spring, MD), DML Building (Fort Detrick, MD), OJSS or HA (Pentagon) or DLA (Fort Belvoir, VA).
