Job summary

Qualifications

  • At least 5–7 years of progressive, hands-on experience in DoW equipment management, property accountability, or logistics operations.
  • At least 2 years of direct experience supporting APSR compliance, physical inventory management, equipment management policy development, or related activities at the ODASW, Service, or Defense Agency level.
  • Hands-on proficiency with a DoW Accountable Property System of Record (APSR).
  • Strong knowledge of DoW regulations governing equipment accountability and property management, including DoDI 5000.64, DoW FMR Volume 4, and applicable OMB guidance.

  • Prepare briefings, read-aheads, and executive-level presentations for DoW officials.

This position supports our government client within the Office of the Deputy Assistant Secretary of War for Logistics (ODASW(Log)) Equipment Directorate, specifically within the Logistics Management functional team. The successful candidate will serve as an Logistics Management Analyst providing direct support to senior defense leadership at the Mark Center, Alexandria, VA.

Program Context

ODASW(Log) is responsible for the Department's logistics strategy and policy for supply, storage and distribution, property and equipment, transportation, and program support.

The Equipment Directorate within ODASW(Log) is the Senior Accountable Official responsible for equipment management and property accountability governance across the Department's Defense Agencies and Field Activities.

This role is embedded within the Equipment Directorate and requires regular interaction with Defense Agency property officials, senior ODASW(Log) leadership, and cross-functional stakeholders.

Key Responsibilities

This position is responsible for supporting enterprise equipment management, property accountability, Accountable Property System of Record (APSR) compliance, audit readiness, and equipment management policy and governance activities across the ODASW(Log) Equipment Directorate.

Enterprise Equipment Management, Governance & Risk Analysis
  • Attend, assist, and advise on Department of War (DoW) enterprise strategies for comprehensive equipment management.
  • Identify negative trends and risks affecting asset accountability and audit readiness, including isolating root causes such as policy deficiencies, training gaps, process weaknesses, and data quality issues.
  • Establish, monitor, and analyze asset data metrics and analytics to identify trends and risks to accountability, compliance, and audit readiness, including risks associated with policy and training gaps.
  • Apply authoritative knowledge of equipment and property management requirements involving General Equipment (GE), Government Furnished Property (GFP), Internal Use Software (IUS), leased assets, and Operating Materials and Supplies (OM&S).
  • Apply knowledge of the Defense-wide Business Enterprise Architecture and the Acquire-to-Retire (A2R) lifecycle in support of equipment management processes, policy, and governance.
  • Develop, refine, and document Process Control Narratives (PCNs) and operational process flows supporting equipment management, property accountability, internal controls, and audit readiness.
Property Lifecycle Management & Compliance
  • Provide analytical and technical support on property management policy, overseeing the accountable lifecycle of assets from receipt through retirement (disposal) in accordance with DoW regulations.
  • Analyze property accountability data and performance metrics to identify systemic risks, trends, and opportunities for improvement across the Defense Agency portfolio.
  • Analyze and support implementation of innovative property management strategies, including risk-based approaches such as Inventory by Exception (IbE), to enhance property accountability and operational efficiency.
  • Ensure compliance with Accountable Property Systems of Record (APSRs), focusing on data accuracy, completeness, accountability, and timely updates.
  • Coordinate with Defense Agency property officials to standardize processes, share best practices, and implement corrective actions that improve property accountability.
  • Develop training materials, job aids, FAQs, and user guidance that improve equipment management and property accountability.
APSR Compliance & Property Systems Analysis
  • Monitor APSR data quality against DoW property accountability requirements, including completeness of required data fields, property classifications, accountability assignments, and property valuations.
  • Perform APSR data validation and reconciliation activities supporting the accuracy, completeness, and reliability of accountable property records.
  • Attend and actively participate in weekly status briefings, providing updates on assigned task areas, escalating issues requiring leadership attention, and documenting action items.
  • Develop and distribute meeting minutes for Directorate meetings attended, capturing decisions, assignments, action items, and deadlines.
  • Prepare briefings, read-ahead materials, and executive-level presentations for DoW officials and stakeholders.
  • Develop equipment management metrics, dashboards, and performance indicators providing leadership visibility into program health, compliance status, audit readiness, and improvement trends.
Required Qualifications
  • Ability to obtain and maintain a SECRET security clearance. Candidates currently possessing an active SECRET security clearance are strongly preferred.
  • Bachelor's degree in Logistics Management, Supply Chain Management, Business Administration, Accounting, or a related discipline.
  • At least 5–7 years of progressive, hands‑on experience in DoW equipment management, property accountability, or logistics operations.
  • At least 2 years of direct experience supporting APSR compliance, physical inventory management, equipment management, asset accountability, or equipment management policy development at the ODASW, Service, or Defense Agency level.
  • Demonstrated hands‑on proficiency working with a DoW Accountable Property System of Record (APSR), including experience supporting property accountability, data integrity, lifecycle management, and compliance activities.
  • Strong working knowledge of DoW regulations governing equipment accountability and property management, including DoDI 5000.64, DoW Financial Management Regulation (FMR), Volume 4, and applicable OMB guidance.
Preferred Qualifications
  • Experience with internal controls, audit readiness, risk assessment, root‑cause analysis, and corrective action planning related to equipment management or property accountability.
  • Experience supporting Inventory by Exception (IbE) or similar risk‑based physical inventory approaches.
  • Experience developing and delivering briefings, read‑ahead materials, dashboards, metrics, and other analytical products for Government stakeholders.
  • Experience performing APSR data validation and reconciliation involving property record completeness, accuracy, accountability, and valuation.
  • Knowledge of Government Furnished Property (GFP) and Property in the Possession of Contractors (PIPC) regulatory provisions.
  • Experience with equipment management policy development and property management training development.
  • Experience establishing or analyzing asset accountability metrics, dashboards, trends, and risk indicators.
  • Knowledge of or experience supporting multiple DoW asset categories, including General Equipment (GE), Government Furnished Property (GFP), Internal Use Software (IUS), leased assets, and Operating Materials and Supplies (OM&S).
  • Knowledge of the Defense-wide Business Enterprise Architecture and Acquire‑to‑Retire (A2R) lifecycle.
  • Experience developing, refining, or documenting Process Control Narratives (PCNs) and operational process flows.
Work Location & Conditions
  • Primary duty location: Mark Center, Alexandria, VA (with NCR travel to the Pentagon as required; NCR travel is not reimbursable).
  • Core hours: 0900–1500 ET, Monday–Friday (excluding Federal holidays); standard workday of eight hours with a 30‑minute meal period; earliest start 0630, latest end 1730.
  • Must be onsite between 0800 and 1630 each business day except when on approved leave or telework.
  • Telework is at Government discretion and subject to COR approval.
  • All work performed on Government‑furnished equipment using Government networks. Personal devices and non‑DoW accounts are prohibited for official business.
