POSITION SUMMARY:
The Logistics and Facilities Manager is located at the CENSECFOR Detachment in Gulfport, MS, and is responsible for supervising contractor personnel involved in logistics operations. This role manages the complex Expeditionary Combat Skills training program, coordinating logistics and facilities management for the training activities. The manager interacts regularly with military and government civilians, coordinates with CENSECFOR Headquarters, and collaborates with other agencies to ensure smooth operations.
Security Clearance: Ability to obtain a Favorable Tier 3 Background Investigation

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Advise Activity Leadership on budget matters, program execution, and resource utilization, providing oversight of financial management and execution of appropriations.
- Supervise contractor logistics, financial, and IT personnel assigned to the training activity.
- Assist in managing the annual financial plan, liaising with CENSECFOR Headquarters for funding documents and monitoring budget execution.
- Support management and accounting of the operating budget, including procurement, requisitions, and reporting.
- Coordinate with headquarters for purchase requisitions, quotes, and value determinations.
- Evaluate the effectiveness of resource distribution and develop strategies for efficiency and cost-readiness.
- Develop and implement financial and logistics policies based on SOPs and guidance.
- Conduct analyses and investigations to address financial and logistical issues.
- Analyze organizational functions and recommend process improvements to foster a cost-wise readiness culture.
- Manage receipt and issue of reimbursable orders, maintaining proper records.
- Support financial programming and budgeting, including updating spend plans.
- Integrate logistics procedures for procurement, storage, issue, and inventory management to support training requirements.
- Maintain accountability and inventory of resources, ensuring proper receipt, issue, and return procedures.
- Maintain historical records and develop lessons learned documentation.
- Provide weekly status updates to leadership on financial and project progress.
- Attend relevant meetings and ensure departmental training compliance.
- Support facilities projects, maintenance, and warranty administration.
- Coordinate with other departments and organizations to enhance instructional activities.
- Manage Low-Level Radioactive Waste inventory and disposal.
- Coordinate facilities projects, maintenance, and transportation requirements with NAVFAC and vendors.
- Manage facility trouble calls, repairs, and self-help projects.
- Coordinate telephone and IT support, serve as IT liaison, and manage IT equipment and projects.
QUALIFICATIONS, KNOWLEDGE, AND SKILLS:
- Bachelor's degree and at least two years of experience in logistics or facilities management, or six years of relevant experience.
- Supervisory experience in logistics or facilities management.
- Valid driver's license.
- Excellent communication skills.
- Analytic skills to interpret directives, regulations, and policies.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS:
- Prolonged computer use.
- Occasional lifting of 15-20 lbs.
- Extended hours and travel may be required.
