The Division Locally Administered Project Engineer is responsible for managing Division 12’s locally-administered projects (LAP) and providing project support for other Division 12 division-managed projects. This includes providing engineering support to local government agencies and their consulting engineering firms on LAP projects, such as CMAQ, Enhancement, Public Access, & Economic Development projects, to effectively manage and coordinate the project development efforts to ensure successful project delivery and compliance with State and Federal laws and other requirements. This position is responsible for drafting local agreements, ensuring proper reimbursement of expenses for locally administered projects, and reviewing and concurring in award of locally administered projects.

This position provides engineering and design guidance to department engineering staff, private engineering firms, and local government partners serving as a liaison between them and the Division. This position also provides support for the Division Project Development Unit by requesting/creating/setting up new projects, requesting project funding, and assisting with project scheduling. The Division Project Manager will track all aspects of each assigned project from conception to completion including project feasibility, budget, planning, environmental issues, public involvement, project design, right of way acquisition, and project letting to ensure timely delivery of projects and programs.

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Thorough knowledge and understanding of transportation engineering and civil engineering concepts, practices, and theories used in the project development and construction of transportation facilities, as well as NCDOT Standard Specifications and contracting procedures.
  • Experience with interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures, to convey information to consultants, department personnel, and others.
  • Experience leading and maintaining positive working relationships with environmental agencies, public officials, consultants, contractors, and NCDOT staff in order to find acceptable solutions to infrastructure project problems.
  • Knowledge of time and budget management practices and requirements needed for development of multiple projects with minimal supervision.
  • Excellent working knowledge of Microsoft Office applications such as Word, Excel, PowerPoint, SharePoint, and Outlook

Additional Expectations

Additional skills necessary to adequately perform the required assignments include technical writing, public speaking with both technical and nontechnical individuals and groups, clear and timely written and verbal communication skills with internal and external customers such as local governments, private consulting firms, and the general public. In addition, proficiency in or the ability to become proficient in the Department's SAP Financial Management and STaRS project management systems is necessary. The selected applicant will be expected to legally operate a motor vehicle.

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
