Position Summary: The Loan Review Officer is responsible for the development, administration, execution, and ongoing enhancement of the Bank's internal Loan Review Program. The position is primarily focused on independent risk identification, credit quality assessment, loan documentation review, risk-rating accuracy, portfolio monitoring, and reporting across the Bank's loan portfolio. The position is responsible for analyzing credit information on current loans; determines the appropriate risk grade for the credit; identifies and quantifies reserves for loans requiring specific reserve analysis for ALLL/CECL calculations, and provides reporting to the Management.

Principal Responsibilities and Duties
  • Responsible for the development, administration, maintenance, and continuous improvement of the Bank's Loan Review Program and loan review infrastructure.
  • Develop and maintain written loan review procedures, review methodologies, sampling criteria, review schedules, documentation standards, and reporting processes and review penetration appropriate for the size, complexity, and risk profile of the Bank's loan portfolio.
  • Establish and maintain an appropriate level of loan review penetration across the portfolio, with additional emphasis on larger relationships, criticized and classified assets, portfolio concentrations, higher-risk industries, and other areas of emerging risk.
  • Perform independent pre-closing loan reviews of designated commercial, agricultural, commercial real estate, construction, and other credits to evaluate compliance with loan approval requirements, Bank policy, underwriting standards, documentation requirements, collateral perfection, and applicable lending practices.
  • Perform post-closing loan reviews to determine whether loans were documented, closed, funded, and collateralized in accordance with approved terms, Bank policy, and established procedures.
  • Possess and apply a strong working knowledge of UCC Article 9 and lien-perfection requirements, including UCC-1 financing statements, debtor naming requirements, collateral descriptions, appropriate filing jurisdictions, continuations, amendments, and termination considerations.
  • Identify and report credit, collateral, documentation, lien-perfection, policy, and underwriting exceptions and weaknesses in individual credits.
  • Evaluate recurring exceptions and determine whether patterns indicate broader training, process, documentation, underwriting, or internal control weaknesses.
  • Complete periodic and annual reviews of designated large or complex commercial, agricultural, and commercial real estate relationships. Analyze financial information including business and personal tax returns, financial statements, accounts receivable aging reports, inventory reports, cash flow statements, debt service coverage, global cash flow, liquidity, leverage, collateral coverage, industry conditions and other relevant financial and risk information.
  • Complete quarterly reviews of criticized, classified, nonaccrual, delinquent, and other identified problem credits, evaluating problem credit action plans, collection strategies, workout plans, collateral values and guarantor support.
  • Assess concentration levels, risk ratings, portfolio trends, and emerging risks within appropriate segments and concentrations of the loan portfolio.
  • Develop comparable trend reporting over time and clearly communicate findings to the Chief Credit Officer, Audit Committee, management, and other appropriate committees.
  • Prepare reports regarding loan review results, portfolio review penetration, risk-rating changes, documentation exceptions, criticized assets, concentrations, emerging risks, and other credit trends.
  • Assist with preparation of Board and committee reports related to loan review and credit risk management.
  • Monitor the status and resolution of material loan review findings and communicate unresolved or recurring issues to the Chief Credit Officer and, when appropriate, the Audit Committee.
  • Review internally compiled market data, metrics, economic information, and demographic information on a national, state, and local level for use in credit and portfolio analysis.
  • Assist management in preparation for regulatory examinations, external loan reviews, internal audits, and other credit-related reviews.
  • Work collaboratively with Credit Administration, Lending, Loan Operations, Compliance, Audit, and other departments while maintaining the independence and objectivity required of the Loan Review function.
  • Serve as a resource to lenders, credit personnel, and loan operations personnel regarding credit analysis, risk-rating practices, loan documentation, lien perfection, and recurring findings identified through loan review.
  • Recommend enhancements to policies, procedures, underwriting practices, documentation processes, exception tracking, and other credit administration controls based upon loan review findings.
  • Lead or participate in special projects related to credit administration, portfolio management, loan documentation, data integrity, reporting, risk management, process improvement, or other initiatives as assigned by the Chief Credit Officer.
  • Stay informed through ongoing education and training regarding regulatory guidance, lending laws, credit administration practices, loan documentation, lien perfection, agricultural lending, commercial real estate lending, and other matters affecting the Bank's credit risk profile.
  • Keep current with applicable lending regulations and regulatory expectations and recommend changes to loan review or credit administration practices when appropriate.
  • Perform other duties as may be required or assigned.

Education and Experience Requirements: Bachelor's degree in finance, accounting, economics, business administration, agricultural economics, or a related field, or an equivalent combination of education and relevant banking experience. A minimum of three to five years of progressively responsible experience in commercial credit, loan review, credit administration, commercial lending, or a related banking discipline, with demonstrated experience managing, administering, or having significant responsibility for an internal loan review function. Prior experience developing, implementing, or materially enhancing an internal Loan Review Program is strongly preferred. Valid driver’s license required.

Critical Thinking and Risk Identification: Demonstrated ability to independently identify credit weaknesses, emerging risks, trends, and root causes while exercising sound judgment and professional skepticism. Accuracy and Attention to Detail: Exceptional attention to detail with the ability to identify inconsistencies, documentation deficiencies, policy exceptions, and data-quality issues. Communication and Collaboration: Strong written and verbal communication skills with the ability to clearly articulate findings, recommendations, and risk concerns while working effectively with lenders, management, auditors, and other departments. Organization and Project Management: Ability to independently prioritize and manage multiple loan reviews, reporting responsibilities, deadlines, and special projects from initiation through completion. Portfolio and Strategic Perspective: Ability to move effectively between detailed analysis of individual credits and broader evaluation of portfolio trends, concentrations, risk ratings, and emerging credit risks. Able to handle confidential information and positively represent the company.
