Job summary

Charles County Government is seeking an experienced Litter Control Manager to plan, direct, coordinate, and supervise the litter control program, including managing Litter Control Supervisors and contractors. The manager serves as a liaison between the County, litter control contractors, volunteer groups, and Adopt-A-Road/Adopt-A-Spot programs, oversees contracts, and helps with special events and procurement.

Qualifications

• Associate degree in Business Administration or related field.
• Four (4) years of experience in the litter control and abatement field, or an equivalent combination of education, experience, and training.
• Must possess a valid driver's license.
• Certification in SWANA Zero Waste Principles preferred.

The hiring salary range for this position is $67,483.85 - $92,790.17

Charles County Government is seeking an experienced Litter Control Manager to plan, direct, coordinate, and supervise the litter control program which includes managing Litter Control Supervisors and the contractors assigned to litter control. This position will act as the liaison between the County and litter control contractors, community organizations, and Adopt-A-Road/Adopt-A-Spot volunteers. Manager will assist with special events and contract procurement and works with other departments to achieve success.

• Plans, directs, coordinates, and supervises litter control efforts through oversight of contracted activities, contractor and County personnel, and volunteers.

• Acts as a liaison between the County and litter control contractors, volunteer groups, and community organizations.

• Acts as liaison with State and County agencies to recruit potential candidates for inmate litter crews and coordinates work activities.

• Supervises and manages Litter Control Supervisors by assigning and evaluating work, ensuring compliance with County policies and safety regulations, and maintaining efficient litter control operations.

• Manages and oversees litter control contractor supervisors. Ensures compliance of contract specifications through a detailed knowledge of litter control and abatement. Uses global positioning system (GPS) devices and software to remotely monitor and track contractor performance.

• Hires, trains, supervises, and disciplines personnel in accordance with county policies and procedures.

• Completes probationary and annual performance appraisals of full-time Litter Control Supervisors.

• Maintains records of all litter control activities, including transport and disposal of collected materials.

• Prepares reports on heavily littered or hot spots and how they are maintained.

• Verifies contractors submit required documents and deliverables. Analyzes work performance and reviews invoices or reports to assess the completeness and adequacy of the items received or work performed.

• Completes monthly performance evaluation of contractors. Calculates performance fines based on service issues, safety concerns, and associated contract specifications.

• Maintains accurate street listing and mileages for contractors and County employee crews.

• Responds to public inquiries regarding reports of litter and complaints, and the Adopt-A-Road and Adopt-A-Spot programs.

• Oversees and promotes the Adopt-A-Road and Adopt-A-Spot programs. Assists volunteers with cleanup supply needs. Ensures volunteers are achieving contract standards.

• Assists Superintendent with special events and cleanups.

• Assists Superintendent with contract procurement, modifications, and revisions.

• Conducts outreach which includes creating social media posts, designing mailers or post cards, and visits with schools, non-profits, and other civic groups to promote recycling, waste reduction, and litter abatement.

• Plans and conducts special programs as assigned. Works with Media Services on promotion of programs.

• Performs other duties as assigned.

Education and Experience:

Associate degree in Business Administration or related field. Four (4) years of experience in the litter control and abatement field, or an equivalent combination of education, experience, and training.

Licenses or Certifications:

Must possess a valid driver's license.

Certification in SWANA Zero Waste Principles preferred.

PHYSICAL DEMANDS

The work is mostly sedentary with periods of light physical activity. The position requires employees to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs; bend and crouch; reach, hold, grasp, and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.

WORK ENVIRONMENT

Principal duties of this job are performed in a general office environment with some work in the field. Employee may be outside during inclement weather.
