General Purpose of Job

This position will assist skilled technicians in the installation, maintenance, removal, and repair of equipment on energized and de-energized overhead or underground distribution facilities; drive and operate line vehicles as well as assist in stocking trucks with tools, parts, and equipment in a safe, efficient, and reliable manner.

Requirements

Line Technician 1st Class

Education

• Minimum: High School or GED
• Minimum: Certification as a Journeyman Line Technician from an accredited line worker apprentice program

Experience

• Minimum: Certification as a Journeyman Line Technician from an accredited line worker apprentice program with a minimum of one-year experience as a fully qualified Line Technician 1st Class/Journeyman or equivalent. The equivalent job experience without the Journeyman Certification for consideration will be a minimum of five (5) years combined progressive experience with one or more electric distribution companies or utilities.
• Minimum: Experience in overhead and underground distribution construction, maintenance, and troubleshooting.
• Preferred: Qualification in transmission line work preferred.

Job Specific Competencies

• Line Construction Competency: Demonstrates proficiency in the selection and safe operation of materials and equipment used in the construction and maintenance of overhead feeders and tap-level installations. Demonstrates ability to perform productive and efficient line work that meets utility construction and maintenance standards, ensuring compliance, reliability, and job site safety.
• Equipment Operation and Safety: Applies advanced knowledge in the safe and effective operation of digger-derricks, bucket trucks, and other electrical construction tools and equipment to support distribution and transmission activities.
• Climbing and Rescue Skills: Exhibits skilled pole climbing techniques and performs tasks from elevated work platforms, such as bucket trucks; demonstrates capability in administering first aid and CPR and executing pole-top and bucket rescue procedures.
• Blueprint and Procedure Interpretation: Interprets and applies electrical line construction drawings and specifications; acquires and uses knowledge of SECO’s switching and tagging procedures, RUS construction units, material identification, and assembly standards.
• Technology and Systems Utilization: Operates standard office equipment including personal computers, printers, and communication devices; applies working knowledge of corporate software programs and Global Information Systems (GIS) as relevant to job duties.

Line Construction, Maintenance, And Restoration

• Safely construct, maintain, and restore all phases of electrical line construction, including residential, commercial, overhead, underground, and transmission facilities, as directed.
• Perform work on energized lines and participate in switching operations, as required.
• Climb poles of all types and perform tasks such as changing out cross-arms, transformers, and conductors.
• Drive and operate line equipment including bucket trucks, digger-derricks, trenchers, forklifts, and other tools required to frame and set poles, lay wire, and connect/disconnect services.

System Monitoring, Troubleshooting, And Emergency Response

• Patrol and inspect lines for problem areas and report unsafe or unsatisfactory conditions in a timely manner.
• Use specialized hot line tools and equipment to restore service, as required.
• Respond to outages and customer-reported problems; locate and correct line trouble and restore power safely and efficiently.
• Reset sectionalizing devices and complete all necessary outage and damage reports.

Equipment, Tools, And Safety Compliance

• Maintain and ensure the safe, efficient condition of assigned tools, equipment, and vehicles.
• Stock assigned vehicle with required materials and supplies for daily operations.
• Maintain accurate daily time sheets and charge time to the appropriate accounts.
• Maintain proper clothing and personal protective equipment (PPE) for health and safety compliance.

Customer And Public Interaction

• Respond to customer inquiries in the field and refer them to the appropriate department or personnel as needed.
• Ensure that work sites are left clean, secure, and safe to promote public safety and customer satisfaction.

Technical Knowledge And Regulatory Compliance

• Maintain current knowledge of applicable equipment, RUS specifications, OSHA regulations, GIS/mapping systems, and other relevant operational or regulatory systems.

Team Leadership And Apprenticeship Support

Guide and assist in the training and development of apprentice line personnel

Line Technician 2nd Class

Education

• Minimum: High School Diploma or GED
• Preferred: Vocational/Technical Line apprenticeship training or other related continuing education required for progression in classification.
• Preferred: Vocational/Technical continuing education in electricity.

Experience

• Minimum: Three (3) years’ progressive experience in the construction, maintenance, troubleshooting, installation/removal of equipment on overhead and underground distribution electric facilities with a distribution electric utility or related industry.
