Job summary

MDW Associates seeks Senior and Expert Acquisition Strategy Specialists to support acquisition strategy, portfolio management, Commercial GEOINT, sensor integration, and technology innovation for the National Geospatial-Intelligence Agency in the Fort Belvoir-Springfield, Virginia area. These roles are fully on site at NGA facilities.

Candidates may be considered for one or more specialty tracks based on experience.

Qualifications

• Ten years of relevant experience with a master's degree (Senior).
• GEOINT mission experience for Commercial GEOINT assignments.
• Knowledge of commercial capabilities, operational requirements, customer engagement, and project outcomes.
• Industry expertise in acquisition strategy, portfolio management, or Major System Acquisitions (Expert).
• Bachelor's degree in Business, Information Systems, Engineering, Computer Science, or related field for portfolio lead assignments.

Responsibilities

• Lead acquisition strategy, program plans, system roadmaps, and Agile acquisition programs.
• Coordinate commercial GEOINT data, products, and services acquisitions.
• Support major system acquisitions and investment roadmaps.
• Evaluate emerging technologies and prototype acquisition methods.
• Prepare executive briefings and acquisition documentation for senior leadership.

Job description

MDW Associates is seeking Senior and Expert Acquisition Strategy Specialists to support acquisition strategy, portfolio management, Commercial GEOINT, sensor integration, and technology innovation for the National Geospatial-Intelligence Agency in the Fort Belvoir-Springfield, Virginia area. Candidates may be considered for one or more specialty tracks based on their experience.

These roles are fully on site at NGA facilities.

The Acquisition Strategy Specialist may perform a combination of some or all of the following duties:

• Acquisition Strategy Lead supporting complex acquisition strategies, program plans, system roadmaps, technical and financial trade studies, and Agile acquisition programs.
• Commercial GEOINT Acquisition Lead connecting commercial GEOINT capabilities with operational mission requirements and managing the acquisition of commercial data, products, and services.
• Strategy and Portfolio Lead supporting Major System Acquisitions, investment roadmaps, capability portfolio analysis, and enterprise acquisition planning.
• Strategy and Innovation Expert evaluating emerging technologies, supporting prototype and Agile acquisitions, and accelerating the transition of new capabilities into operational use.
• Develop acquisition strategies, Statements of Work, acquisition plans, source selection approaches, program management plans, and system roadmaps.
• Analyze cost benefit tradeoffs, technology insertions, affordability, schedule, performance, and program risk and present recommendations to senior Government leaders.
• Facilitate Integrated Product Teams and coordinate technical, financial, contracting, security, and mission stakeholders.
• Develop long range investment roadmaps, capability portfolio analyses, and recommendations for innovative acquisition methods.
• Engage GEOINT mission owners to define requirements and identify commercial data, products, services, and technologies that address mission needs.
• Manage Commercial GEOINT acquisition activities from requirements development through delivery and measure results and return on investment.
• Evaluate emerging technologies and develop approaches for rapid prototyping, capability adoption, and transition to operational environments.
• Prepare executive briefings, decision materials, acquisition documentation, and recommendations for senior leadership and external oversight organizations.

Required Experience/Education:

Senior Level

• At least ten years of relevant experience with a master's degree.
• For Commercial GEOINT assignments, GEOINT mission experience and demonstrated knowledge of commercial capabilities, operational requirements, customer engagement, and project outcomes.

Expert Level

• Industry recognized expertise in acquisition strategy, portfolio management, technical innovation, or Major System Acquisitions.
• A bachelor's degree in Business, Information Systems, Engineering, Computer Science, or a related field is required for applicable portfolio lead assignments.

Preferred Experience/Skills:

• Direct NGA, National Reconnaissance Office, GEOINT, Commercial GEOINT, or sensor systems experience.
• At least two years of program management experience within the Intelligence Community.
• Knowledge of the System Development Life Cycle, sensor phenomenologies, Agile software development, Middle Tier of Acquisition, or prototype acquisition methods.
• Master's degree or relevant program management or acquisition certification.

Security Requirement(s):

• Maintain an active Top Secret clearance with Sensitive Compartmented Information access and remain eligible for NGA adjudication and access.
• Comply with NGA security requirements and complete a counterintelligence scope polygraph when required.
• Comply with all requirements for access to NGA facilities, systems, information, and approved classified workspaces.
