Qualifications

The Texas Health and Human Services Commission (HHSC) Community Services (CS) division is seeking a highly qualified candidate for a part-time position of Program Specialist VI. This position reports directly to the Senior Advisor of IDD Services and PASRR. It involves senior-level computer systems and database analysis work to support 39 Local Intellectual and Developmental Disability Authorities (LIDDAs).

The Program Specialist VI performs advanced systems analysis, including planning, designing, configuring, automating, and deploying new or enhanced systems to meet the needs of IDD Services and PASRR. Work involves analyzing user requirements, resolving access issues, automating manual processes, improving existing systems, providing technical guidance, and ensuring the ongoing optimization of data systems. This position collaborates with LIDDAs, Managed Care Organizations (MCOs), and internal stakeholders to ensure system integration and compliance.

The Program Specialist VI evaluates and implements data management tools, develops and maintains technical documentation, and prepares flowcharts, diagrams, and reports to guide analysis and decision-making. The program specialist consults with agency leadership on technology strategies and emerging applications and may recommend system modifications or policy updates to improve business processes.

The Program Specialist VI works under minimal supervision, exercising initiative and independent judgment. The position may train other staff, ensuring adherence to established standards and promoting technical excellence.

Essential Job Functions (EJFs):

System Maintenance and User Support (50%) – Supports the daily operations and assumes responsibility for ongoing system maintenance for the LIDDA Connect, a SharePoint site used to interface with 39 LIDDAs. Duties include managing user permissions for all users, addressing technical issues with HHSC partners, documenting processes and commons tasks, and uploading approved content to the site.

Communication and Training (25%) –Primary liaison between HHSC and LIDDA contractors regarding LIDDA Connect. This includes responding to status requests from LIDDAs and MCOs, communicating with HHSC IT and coordinating resolutions, and initiating quality assurance reviews of user lists. Provides ongoing training to internal staff on LIDDA Connect, specifically adding users to program folders and resolving common technical issues. The position may develop training materials or update current documents. Develops technical reports, charts, and presentations—including data analysis and reporting—for both technical and non-technical audiences, including internal business units, external partners, and contracted providers.

Analyzing Data and Reporting (10%) –Collects data from relevant systems to generate reports for both internal and external stakeholders. Collaborates with leadership to review data, identify trends, and highlight areas for improvement. Designs and implements workflows that enable seamless migration and optimal functionality. Documents all phases of the system life cycle—using flowcharts, data models, and system diagrams.

Compliance, Audit, and Data Integrity (10%) –Validates and audits system processes to maintain data integrity and compliance. Initiates quality assurance reviews of users at the LIDDAs and MCOs to ensure appropriate access.

Other Duties as Assigned (5%) –Performs related work as assigned as required by HHSC policy.
