Summary:

Vighter is recruiting healthcare professionals (HCPs) to conduct basic screening assessments and provide healthcare services to individuals detained by Customs and Border Protection (CBP). HCPs work administratively under the Regional Program Manager and Regional Deputy Program Manager while performing healthcare services under the medical direction of the National Medical Director and Physician Supervisors who collaborate with CBP’s Office of the Chief Medical Officer (OCMO). Healthcare is delivered in accordance with approved medical protocols and in compliance with Department of Homeland Security (DHS) directives.

Vighter’s HCPs work alongside uniformed CBP Agents/Officers at numerous locations near the border in Texas, New Mexico, Arizona, California, and Florida. The medical staff must be capable of providing health care services for persons of all ages, to include infants, children, adults, and pregnant females. Candidates must be comfortable working in a detention setting. Services may be provided in a field setting with minimal facilities, a soft-sided (tent-type) facility, or a secure detention facility, such as a US Border Patrol Station. Education, Licensure/Certification & Experience:

  • Must have a minimum of one year of experience in direct patient care and licensed/certified as a Licensed Vocational/Practical Nurse (LVN). Qualifying experience includes detention or correctional healthcare, residential healthcare, a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided direct patient care.
  • Successful completion of a US-based training program leading to licensure/certification as a Licensed Vocational/Practical Nurse (LVN). The degree issuing institution and/or program must be accredited by an entity recognized by the U.S. Department of Education.
  • Must have a current, active, valid, unencumbered license/registration/certification to practice healthcare in the state in which the candidate will work. License/registration/certification must not have been withheld, suspended, revoked, denied, surrendered, or lapsed due to an investigation.
  • Must possess a current valid Basic Life Support (BLS) certification from one of the following approved organizations: American Heart Association (AHA) BLS for health care providers, AHA Advanced Cardiac Life Support (ACLS) certification, American Red Cross CPB/BLS for the professional rescuer, American Safety and Health Institute (ASHI) CPR and AED for healthcare providers and professional responders.
  • Application of medical principles, clinical procedures, and techniques.
  • Alertness and skill in providing care and reacting to emergency situations.
  • Basic safety, infection control, quality assurance, records management, statistical information gathering, etc.
  • Experience in a detention/correctional and/or pediatric setting is highly preferred
  • Bilingual in English and Spanish is highly preferred, but not required.

Knowledge, Skills, & Abilities:

  • Works within the scope of their license and certifications performing direct patient care as directed or indicated.
  • Consults with/or works under the direct supervision of a Physician or Advanced Practice Provider (APP) for complex medical, pediatric, or psychiatric patients, completes orders recommended/authorized by the physician or APP
  • Performs history and physical assessment, behavioral health care support, minor outpatient procedures, patient education, and refers any care beyond the scope of the medical unit to offsite facilities.
  • Performs vital signs electronically and manually, as indicated.
  • Practical knowledge of laboratory procedures and guidelines, skill in collecting a variety of samples, performs quality control of laboratory reagents, and performs CLIA waived testing as needed, following up with any abnormal findings.
  • Maintains compliance with DHS and CBP policies and any overriding accreditation standards that may apply
  • Ability to properly use equipment and supplies in simple diagnostic and treatment procedures.
  • Works within the Scope of Practice, facility Standing Orders/Standing Operating Procedures and protocols.
  • Is expected to respond to medical emergencies for persons in custody, visitors or employees within the scope of their license and certifications until emergency services arrive.
  • Maintains patient confidentiality and privacy of medical records, complies with HIPAA regulations, performs record keeping functions in accordance with program policies and the system of records management.
  • Utilizes the electronic medical record for all patient care documentation and must maintain an “active status” for use and complete all required trainings as required.
  • Maintains non-involvement in the security aspect of patient care and custody.
  • Attends all general staff meetings during duty hours and participates with medical quality management initiatives and reviews as applicable.
  • Assures a safe and clean working environment and assists in the disposal of biologically hazardous waste on a regular basis, adheres to universal precautions, and takes appropriate infection control precautions.
  • Completes all annual trainings as required, or any additional training as assigned.
  • May be required to travel short notice, or to serve in various medical units within the sector/region.
  • Duties will be performed on-site at medical units, flexible scheduling and overtime are optional, as available.
  • All medical documentation will be signed and dated, whether electronic or paper
  • Communicates an end of shift report to the oncoming shift.
  • Participates in Medical Quality Management/Quality Assurance/Risk Management activities and initiatives as needed.
  • Performs direct that may include:
    • Assisting with feeding or meal set-up
    • Oral care, nail care, washing hair, and basic hygiene
    • Bathing and/or dressing
    • Toileting or changing disposable diapers/briefs
    • Ambulation and transfer assistance in and out of beds, wheelchairs, and or showers, etc.
  • Restocks medical units with forms, supplies, or equipment, and helps with maintaining stock supplies.
  • Performs other duties and responsibilities as assigned.
Duty Hours / On-call Requirements:

  • The CBP mission runs 24/7/365 to protect our country and as such shift schedules for HCPs include: day, night, weekday, weekend, and holidays.
  • We will work to accommodate desired shifts with locally hired employees, but there may be times where coverage is needed to meet contractual requirements.

Travel:

  • This is not a travel position so candidates can be expected to work at alternate worksites within 50 miles of their permanent residence.
  • Note: Per the Joint Travel Regulations, candidates with a permanent residence less than 50 miles from a worksite are considered local hires and are not eligible to receive per diem or travel pay.
