Job description

The Transylvania County Library is seeking a collaborative and service-driven Librarian II to lead our Adult Services Department. This position manages adult collections, develops and delivers engaging programs for adults, and oversees the library’s reference and information services. The Librarian II supervises full and part-time reference staff and serves as a member of the Library Leadership Team, contributing to system-wide planning, policies, and strategic initiatives. Job Summary

Performs difficult professional work managing and supervising sections of library operations, such as circulation services, adult services, youth services or local history. Employees in this class are responsible for planning and implementing library services, managing projects, developing staff and collections, and promoting the library to the public. Librarians model and promote County and Library service goals, policies and procedures to staff and the public.

  • Manages operational area(s) within the library, such as Circulation Services, Local History, or Youth Services:
    • Provides assistance, training, and supervision for patrons, staff and/or volunteers within operational area; delegates tasks as needed.
    • Directs the development, promotion, implementation and evaluation of library services, programs, and materials for operational area.
    • Oversees management of assigned collections to maintain a high-quality collection of library materials in all appropriate formats; uses an ongoing process of selection, evaluation, and withdrawal/replacement of materials.
    • Develops relevant objectives and procedures for operational area.
    • Monitors budget and resource allocation for operational area, including staffing and collection budgets.
    • Plans for and manages related resources, such as technology.
  • Provides instruction and assistance to patrons in the use of electronic and print sources, common software and hardware applications, and readers advisory.
  • Maintains current knowledge of trends and developments in the public library field.
  • Participates in the hiring, training, supervision and evaluation of library staff; encourages high performance from assigned staff and volunteers through leadership and coaching; recommends suspensions and terminations if appropriate.
  • Promotes library services and advocacy in interactions with community organizations; attends meetings and gatherings; gives presentations.
  • Creates and maintains effective relationships with partner organizations.
  • Maintains statistics and records; prepare reports and documentation as necessary.
  • As a member of the Library Leadership Team, participates in the development and implementation of library initiatives, policies and procedures; functions as a staff leader by clearly demonstrating library values and serving as a role model for library staff.
  • Promotes the consistent application of library policies and procedures
  • Attend and participate in All-Staff and other meetings and library teams.
  • Abides by, enforces and participates in the implementation and ongoing oversight of Transylvania County Government safety standards and regulations; may act as library public safety officer.
  • Performs other related duties as assigned.
  • Knowledge of the principles, practices and techniques of modern library operation.
  • Knowledge of cataloging, library reference, children's, history, genealogy and other library services.
  • Knowledge of library computer applications.
  • Skill in the use of common computer technologies, including email, the Internet, word processors, spreadsheets, desktop publishing, current operating systems and mobile applications.

  • Ability to organize, implement, evaluate and modify library programs and services.
  • Ability to maintain and prepare accurate records, statistics and reports.
  • Ability to interpret and apply policies, procedures, and best practices to assess situations, identify problems, find and implement appropriate solutions.

  • Ability to effectively manage work time for self and for assigned staff.
  • Ability to communicate effectively and courteously both orally and in writing, and to listen and respond appropriately to needs and concerns.
  • Ability to establish and maintain effective working relationships with library patrons, colleagues, and associates.
Minimum Education and Experience:
Master’s Degree from an accredited college or university and three (3) years of experience, or equivalent combination of education and experience.
Required Licenses or Certifications:
  • North Carolina Public Library Certification.
  • Driver's License valid in the State of North Carolina.
PHYSICAL DEMANDS
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing, walking and sitting and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.

WORK ENVIRONMENT
Work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
